Grasping and orienting public opinion early and from afar

ĐBP - Adopting the motto of grasping situations firmly from an early stage, orienting directions from afar, and resolving issues right at the grassroots-level, Điện Biên province has recently deployed numerous solutions to elevate the quality of public opinion monitoring and orientation proactively, promptly, and effectively.

This helps party committees and authorities at all levels identify arising issues early, resolve them at the grassroots-level, consolidate trust, and foster consensus among the people.

The Party Committee of Nà Tấu commune identifies grasping the ideological situation and public opinion among cadres, party members, and residents as a crucial task to be executed regularly and continuously. The Standing Committee of the commune Party Committee assigns party committee members to oversee each cell, coordinating with cell secretaries and village heads to stay close to the field and firmly grasp local conditions. Through attending party cell meetings, village gatherings, and mass organization sessions, the thoughts, aspirations, opinions, and petitions of party members, union members, association members, and the general public are received by party committees.

Nguyễn Tiến Tuấn, Permanent Deputy Secretary of the Nà Tấu commune Party Committee, noted that information gathering must ensure speed while remaining accurate and objective. Upon identifying issues, party committees and authorities proactively inspect, verify, and analyze causes to adopt appropriate handling methods, preventing unverified information from causing panic or small arising issues from expanding into localized hot spots.

Alongside situation monitoring, Nà Tấu commune focuses on dissemination, ideological orientation, and countering false or toxic information, particularly in cyberspace. The commune’s Steering Committee 35 was established, and the contingent of rapporteurs and public opinion collaborators was step-by-step consolidated.

Phạm Văn Quyết, Head of the Party Building Commission of Nà Tấu commune, stated that the commune focuses on publicizing good deeds, beautiful lifestyles, and exemplary role models to spread positive values throughout the community. Regarding malicious and false information on social networks, functional forces and mass organizations proactively grasp conditions, supply official information, and promptly orient and counter allegations across channels such as the Nà Tấu commune Zalo, Facebook, and Nà Tấu commune Forum, thereby contributing to creating trust among union members, youth, association members, and residents.

The effectiveness of Nà Tấu commune’s approach was clearly demonstrated during the mobilization of citizens to implement policies on arranging and merging villages and residential groups. Upon initial deployment, a section of the population felt anxious regarding naming conventions, customs, cultural and historical factors, and travel distances. Commune party committees and authorities assigned cadres to stay close to the grassroots level, patiently explaining policies while leveraging the role of cadres, party members, reputable figures, and mass organizations. Consequently, 100% of households in the villages agreed and reached high consensus on the arrangement plan.

According to the provincial Party Committee’s Commission for Education, Dissemination and Mass Mobilization, during the first six months of the year, public opinion monitoring and ideological assessment across the province exhibited positive transformations. Voters and residents highly appreciated the attention of the Party, State, Government, and province in mobilizing resources to invest in socio-economic infrastructure development. Key projects and works were deployed, creating enthusiasm and trust among the people. Notably, residents expressed strong support for projects including the Sơn La - Điện Biên - Tây Trang International Border Gate Expressway and the Cable Car Complex combined with Điện Biên Phủ Cultural and Historical Tourism. These projects are expected to generate breakthroughs in transport connectivity, boost economic growth, trade, and tourism, attract investment, expand development headroom, and create additional jobs while elevating public income.

Alongside areas of high consensus, public opinion monitoring revealed that residents maintain concerns regarding village naming choices following mergers, travel distances in remote and mountainous areas, cultural house facilities, and working conditions for village heads. In land administration, some opinions reflected that administrative procedures remain cumbersome and dossier resolution times slow.

This reality demonstrates that grasping public opinion must go hand in hand with resolving issues of public concern. Voter contact activities serve as a vital channel for party committees and authorities at all levels to listen to citizen thoughts and aspirations. Recently, Vietnam Fatherland Front Committees at all levels coordinated to organize voter contact meetings for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term across 121 locations, with 11,123 voters participating and 152 opinions and petitions recorded. At the commune level, 1,230 voter contact meetings were organized with 131,388 voters attending, receiving 1,877 opinions, petitions, and proposals. Through these channels, numerous petitions were absorbed and resolved by departments and sectors, satisfying the legitimate aspirations of voters and residents.

In the coming time, Điện Biên province will continue innovating methods for monitoring and orienting public opinion, staying close to the grassroots-level, proactively identifying, and handling arising issues early. Concurrently, the province will intensify the provision of official information to orient public opinion promptly, consolidate trust, and build consensus among the people.
