Attending the session were leaders of provincial departments and sectors, the State Bank of Vietnam Region 3 Branch, branches of credit institutions, as well as representatives from local enterprises, cooperatives, and investors.
Reporting at the conference, during the first six months of 2026, Điện Biên province’s socio-economic situation maintained good growth momentum. Gross Regional Domestic Product (GRDP) growth was estimated at 8.67% year-on-year. Public investment disbursement reached VND 2,550.015 billion, equivalent to 53.6% of the target assigned by the Prime Minister. State budget collection across the province was estimated at VND 1,038.16 billion, achieving 68.08% of the central estimate. Banking operations across the province maintained an extensive network comprising 9 credit institutions, 33 transaction offices, and 129 commune transaction points. By June 30, 2026, total mobilized capital reached VND 26,920 billion, up 8.79% compared to the end of 2025.
However, total outstanding credit to the economy decreased by 1.44%, reaching VND 22,590 billion. Broken down by target group, outstanding loans were heavily concentrated in individual customers and households at 64.48%, while the corporate sector accounted for 35.48%, and the collective economic sector held only 0.04%. Credit serving national target programs reached VND 11,340 billion, representing 50.20% of total outstanding loans, while social policy credit reached VND 5,802 billion, an increase of 7.35%. The non-performing loan (NPL) ratio across the area was kept under control at 0.81%, corresponding to VND 183 billion.
During the session, credit institutions alongside the business and cooperative community presented various practical difficulties and bottlenecks. Currently, only about 15.6% of active enterprises in the area maintain credit relationships with local banks. The primary obstacle facing cooperatives and small enterprises is the lack of collateral assets or assets that fail to meet credit institutions’ valuation requirements.
The banking sector requested the provincial People’s Committee to continue directing the execution of support mechanisms and solutions to help business households, enterprises, and cooperatives enhance governance capacity, ensure financial transparency, and build feasible production and business plans to improve credit accessibility. Delegates also petitioned the province to continue investing in infrastructure, supporting production development along agricultural value chains, and strengthening bank-business-locality connection programs.
Delivering directing remarks at the conference, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council Lê Thành Đô requested banks operating in the province to closely follow provincial development orientations to strengthen outreach to project owners for timely credit service provision, while boosting lending in agriculture. Branch banks were urged to connect with head offices to implement trust procedures for disbursing provincial investment projects, alongside stepping up training to elevate governance and digital transformation capacities for enterprises and cooperatives.
Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Lê Văn Lương acknowledged delegates’ opinions and proposals. Concurrently, he requested the banking sector and relevant departments to continue coordinating closely, proactively unblocking credit access difficulties, and effectively deploying credit growth solutions aligned with real economic demands to contribute toward the province’s socio-economic development goals.
