2025 marks a major shift in the process of streamlining the apparatus of the Party and State. The deployment of the 2-tier local government model requires comprehensive and synchronous changes from the provincial to the grassroots level, in which the police are the exemplary and leading force. Under the direct leadership of the Party Committee and the Board of Directors of the provincial Police Department, the organizational arrangement process was deployed drastically and scientifically, associated with maintaining and promoting the emulation movements “For Fatherland Security.”

The restructuring result of the Điện Biên Police force is a strategic change: reducing 10 district police units, 77 professional teams, and 84 commune police units; at the same time establishing 45 new commune and ward police units with optimally allocated staffing. For the first time, the force structure reached a reasonable ratio, with the provincial level at 48.89% and the commune level at 51.11%, affirming that the strategic focus is placed in the right place, at the grassroots, the place closest to the people, where everything starts and is also the place to resolve all security and order issues at the root.

Behind the apparatus streamlining is the story of many officers and soldiers. Hundreds of people left familiar positions, far from their families, to accept tasks in remote and border communes. However, no one hesitated, because the spirit “Wherever the people need - the police are there” has become a choice, a command from the heart. The volunteer applications of officers and soldiers, along with many other comrades who were formerly deputy heads of district-level police units volunteering to go to commune-level police, clearly demonstrate the “Three Bests” emulation spirit: Most disciplined - most loyal - closest to the people of the officers and soldiers of the Điện Biên provincial Police Department.

On the Vietnam - Laos drug route, where endless forests connect to the land dubbed the “fire pan” of global drug crime, where the boundary between life and death is only an inch apart. There, a “steel fortress” is being built with the sweat, intelligence, and even blood of soldiers, starting the strategy of drug prevention and control from early on, from afar, from the point of departure. Being a pioneering force in the whole country, the Điện Biên provincial Police Department deployed 2 standing working groups in Laos - a strategic step, proactively blocking drugs from early on - from afar - from the root right outside the territory in accordance with the direction of the leaders of the Ministry of Public Security. From late March 2025 to now, the 2 working groups have coordinated to arrest 198 subjects, seizing over 2 tons of drugs of various types; 10.08 tons of industrial explosives, 27 guns, 1,500 bullets, and destroying 22.1ha of opium poppies.

Besides that, from fragmentary data and virtual accounts wearing the “cover” of super-profit investment on cyberspace platforms, using techniques and professional measures, the Điện Biên provincial Police Department quickly analyzed each piece of information, building up the structure of cross-border fraud systems and rings. After more than 4 months of struggle, on July 5, 2025, nearly 200 officers and soldiers deployed in three directions: Golden Triangle - Vientiane - Tây Trang, successfully arresting 74 subjects, including 59 Vietnamese people for acts of fraudulent appropriation of property in cyberspace; seizing thousands of devices and data used to commit crimes.

From taking down “cyber phantoms” to destroying giant “drug machines” or in the work of ensuring social order and safety, the Điện Biên provincial Police Department are every day affirming their mettle and intelligence, building a “steel belt” to protect the border and keep peace from the front line.

In 2025, in the context of complex developments in the world and regional security situation, the Điện Biên provincial Police Department clearly demonstrated the role of a steel shield in protecting national security. Due to performing well in all aspects of work and maintaining a proactive security posture, security work achieved comprehensive results, without any unexpected or sudden situations occurring. Proactively identifying early and handling from afar, forces timely detected and neutralized many sabotage plots, absolutely protecting State secrets and important political events taking place in the area. Prominent is Special Case M125.27, clarifying the reactionary organization “Coalition for Justice for Hmong People - HUJ,” a special case highly appreciated by the Ministry of Public Security for the professional sharpness and political mettle of the security force.

Not only on the ground, the “digital battle line” was also locked tight by the Điện Biên Police force. Steering Committee 35 of the provincial Police force created a breakthrough with a series of results far exceeding assigned targets: Handling toxic news and articles exceeded by 214.3%; verifying, handling, and neutralizing 34 violating pages, groups, and accounts; transferring files to request prosecution of 2 defendants; struggling against 2 cases of abusing social networks for illegal charity profiteering, initially recovering over VND 60 million. Those numbers not only reflect professional efficiency but also affirm the spirit of responsibility and alertness against all tricks of using cyberspace to cause information chaos.

If the battle line against crime requires mettle and courage, the battle line of serving the people requires dedication and a spirit of constant innovation. In 2025, the provincial Police continued to affirm the role of a pioneering force in digital transformation, taking people as the center in all fields. In deploying Project 06, the Điện Biên Police force achieved many prominent marks: Leading the whole country in creating electronic health records, integrating health insurance card information into the VNeID application, collecting electronic identity profiles for agencies and organizations; implementing cashless payments for pension beneficiaries, organizing for people to participate in giving opinions on the draft amendment and supplementation of the 2013 Constitution and documents of the 14th Party Congress via the VNeID application, ranking 5th in the country. New tasks received from departments, sectors, and branches such as aviation security, addiction rehabilitation work and post-rehab management, issuing judicial records, and driving license testing... were all deployed strictly, according to procedures, creating peace of mind and trust for people and coordinating units.

The year of 2025 closed with many marks, feats, and achievements, but above all, the trust, love, and support of the people is the noblest reward for the police officers and soldiers at the Fatherland’s border. From that faith, every officer and soldier of the Điện Biên Police force steps forward, more steadfast, more responsible, continuing to write the tradition of “for the country, forget oneself; for the people, serve”.
