Focus on implementing policies for national contributors

ĐBP - Implementing preferential policies for national contributors, recently, party committees, authorities, the Fatherland Front, and socio-political organizations in Điện Biên province have actively led, directed, and deployed the gratitude movement; helping and creating conditions for national contributors and their families to develop economically, eliminate hunger, and reduce poverty.

Currently, the whole province manages over 16,000 files of national contributors to the revolution, paying monthly preferential allowances to 1,008 turns of national contributors and their relatives with a total funding of about VND 3.5 billion. Annually, 100% of subjects enjoying preferential policies for national contributors to the revolution are presented with gifts on holidays, Lunnar New Year (Tết), and Invalids and Martyrs’ Day (July 27). 100% of communes and wards implement the gratitude movement well; the number of policy families and national contributors having living standards equal to or higher than the average living standard of residents in the place of residence reached 99%. The payment of policy regimes for meritorious subjects is carried out according to regulations. The payment of monthly preferential allowances for meritorious subjects and their relatives in the province is implemented through non-cash payment to personal accounts. The work of receiving files and resolving policy regimes for national contributors regarding one-time allowances, healthcare, housing improvement, and health insurance is organized with attention, contributing to improving the material and spiritual life of national contributors to the revolution and their relatives.

For many years, on holidays, Tết, and July 27, veteran Phạm Văn Chiên, Thanh Nưa commune, has always been visited and given gratitude gifts by levels, sectors, and organizations. Phạm Văn Chiên said: “To me, the gifts given contain the sharing and gratitude of the young generation towards policy families, veterans, and those who sacrificed and contributed to the independence and freedom of the Fatherland. Along with caring for the lives of invalids and policy families, sectors, levels, and organizations pay special attention to caring for graves at martyrs’ cemeteries. We are very grateful for that attention.”

Besides the regimes and policies of the Party and State on preferences for national contributors to the revolution, the Department of Home Affairs advised the provincial People’s Committee to issue plans to organize activities on the occasion of the Invalids and Martyrs’ Day anniversary; and plans to organize visits and give gifts to policy families and national contributors to the revolution during the Tết holiday to show gratitude and encourage policy families and meritorious people in the province.

Communes and wards build plans to organize anniversary programs and activities suitable for local conditions and practical situations. From 2024 to present, the Gratitude Fund at all levels has received contributions and support from units, organizations, and individuals with an amount of over VND 3.2 billion. On the occasion of the Tết, Invalids and Martyrs’ Day, and major holidays of the year, the provincial Party Committee - People’s Council - People’s Committee - Vietnam Fatherland Front Committee of the province, provincial boards, departments, sectors, unions, and People’s Committees of communes and wards, and organizations in the province received and presented gifts from the State President, organized visits, encouraged, and awarded over 18,300 gifts to families of national contributors to the revolution with a total amount of over VND 8 billion.

This is not only material care but also clearly demonstrates the spiritual value and the morality of “When drinking water, remember the source” and “gratitude,” which are maintained regularly, continuously, and spread widely from the province to the grassroots.

Currently, most national contributors to the revolution and their relatives are of old age, weak health, living in many highland and remote communes in the province, making it difficult to access social services. In addition, local revenue is limited, and annual funding is mainly supplemented by the Government, so specific local preferential regimes for policy families and national contributors to the revolution have not yet been built.

Therefore, to continue performing well the care for the lives of national contributors to the revolution, the province determines the need to promote the socialization of care work for meritorious people, mobilize support for the Gratitude Fund, build gratitude houses, and care for invalids, sick soldiers, and lonely elderly relatives of martyrs. Frequently paying attention to and grasping the thoughts and aspirations of meritorious people and making timely recommendations to resolve preferential regimes for them. In addition, continuing to invest in repairing, upgrading, and embellishing martyrs’ memorial works; organizing thoughtful receptions, and creating conditions for delegations and relatives of martyrs to visit, commemorate, and pay tribute to heroic martyrs.
