Điện Biên targets for having a high-quality educational environment

ĐBP - Điện Biên Province is in the process of completing necessary procedures to establish Điện Biên Phủ University.

Once operational, the university will implement special policies to support ethnic minority students, providing them with access to a modern, high-quality learning environment. It is expected to contribute significantly to developing a high-quality workforce for both the province and the broader region.

A strategic goal

Over the past years, various policies have been implemented by Điện Biên Province to support ethnic minority high school graduates in pursuing higher education, yielding positive results. However, due to geographical challenges, economic difficulties, and disrupted transportation during rainy season, only 23.2% of high school graduates in the province continue to university.

According to Mr. Nguyễn Văn Đoạt, Director of the provincial Department of Education and Training, many students in previous years were unable to attend university due to financial hardships. The establishment of Điện Biên Phủ University would help reduce travelling and living expenses for students from Điện Biên and neighboring provinces, thereby expanding access to higher education. With a university degree, young workers will have better opportunities for stable, higher-income jobs or even start their own businesses, contributing to economic development and improved livelihoods.

Furthermore, the university will be established by integrating existing educational institutions, such as local colleges and the provincial Center for Foreign Languages and Informatics. This optimized structure aligns with the Government’s policy on streamlining public institutions, ensuring a lean, efficient, and autonomous education system with advanced management practices and focused resource allocation for education and training development.

Điện Biên is home to 19 ethnic minority groups, an advantage in establishing a specialized university that will train students in ethnic languages and cultures (such as Mông and Thái) and foreign languages (such as Lao). This initiative will help preserve and promote the rich cultural heritage of ethnic minorities in the Northwestern region. Certain fields, such as Mông and Thái language pedagogy and Lao language studies, are currently lacking or have very few training institutions at the university level. Once operational, Điện Biên Phủ University will be a key institution in training teachers of Mông, Thái, and Lao languages, supplying qualified personnel to provinces across Vietnam.

Upon establishment, Điện Biên Phủ University is expected to prioritize three undergraduate programs: Primary Education, Preschool Education, and Agricultural Economics. In the following years, the university aims to expand its offerings to include seven additional undergraduate programs: Mông Language Pedagogy, History - Geography Pedagogy, Tourism, Hotel Management, Silviculture, Veterinary Medicine, and Nursing.

Additionally, Điện Biên Phủ University will work with prestigious universities across Vietnam to introduce specialized programs aligned with national and regional workforce development needs.

Hopes for the future

Once operational, Điện Biên Phủ University is expected to bring significant socio-economic benefits by directly providing a skilled workforce for Điện Biên. The university will help increase both the quality and quantity of trained personnel in the province, making contributions to meeting workforce demands in local governance’s agencies, businesses, and other sectors across the region. With this, many people are hopeful for a high-quality educational institution in this Westernmost part of the country.

Quàng Thị Phong, a student from Phình Giàng Commune, Điện Biên Đông District, has long dreamed of attending university but had to put her ambitions on hold due to family financial constraints. Currently enrolled in the Preschool Education Faculty at Điện Biên Pedagogical College, she plans to continue her studies while working after graduation. Upon hearing the news of the proposed Điện Biên Phủ University, her dream of entering higher education was reignited.

“I am so happy to hear that the province is planning to establish Điện Biên Phủ University. Since I cannot afford to study far from home, having a university here would allow my dream to come true,” she shared.

Similarly, Mrs. Nguyễn Thị Minh Ánh, a resident of Thanh An Commune, Điện Biên District, whose eldest daughter is a high school student, expressed relief at the university’s planned establishment.

“Previously, our family was quite hesitant about sending our child to a university in the lowlands. The long distance and financial burden of living expenses made it a difficult decision. The plan to establish Điện Biên Phủ University, offering relevant courses, aligns well with our family’s aspirations, especially given our limited financial means,” she said.

There are still many challenges and procedural hurdles to overcome before Điện Biên Phủ University can officially be set up. However, the initiative reflects a long-term strategic vision for education and human resource development in Điện Biên Province. More importantly, it satisfies aspirations of many students and their parents who wish for a quality learning environment closer to home, particularly for those facing financial difficulties in the remote Westernmost region of Vietnam.
