Điện Biên provincial People’s Council stands ready for major political tasks of 2026

ĐBP - The Spring Bính Ngọ 2026 marks the first year of implementing the Resolution of the 15th Điện Biên provincial Party Congress.

It is also the year of the election for the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term. In this particularly significant period, a reporter from the Điện Biên Press, Radio, and Television interviewed Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, regarding the council’s performance in 2025, the tasks for 2026, and the determination to innovate the operations of the local state power organ.

Reporter: Looking back at 2025, how do you evaluate the performance results of the provincial People’s Council?

Lê Thành Đô: In 2025, the Standing Board of the provincial People’s Council maintained unity and a high sense of responsibility, showing proactivity and flexibility in leadership and management to complete the set work program with quality and on schedule. Members of the Standing Board actively contributed important opinions to the draft documents of the 15th provincial Party Congress. Notably, the Standing Board and the Council’s Committees coordinated closely with all levels, sectors, and armed forces to successfully organize the 15th Điện Biên Provincial Party Congress for the 2025-2030 term. We provided timely guidance on the preparation and operation of the new commune-level administrative apparatus under the jurisdiction of the two-level Council model. Furthermore, the Council issued resolutions appointing personnel to key positions such as Chairmen, Vice Chairmen, and Heads of Committees for the 2021-2026 term, ensuring full compliance with legal regulations. Throughout the year, the Council successfully organized eight sessions, including two regular and six thematic sessions, to resolve arising issues and summarize the 2021-2026 term, creating a vital premise for the new tenure.

Reporter: What were the notable innovations in the supervision activities of the provincial People’s Council over the past year?

Lê Thành Đô: Supervision and survey activities were maintained regularly with clear innovations. A highlight was the Standing Board’s direction for the Council’s Committees and the Office of the National Assembly and provincial People’s Council Delegation to collaborate with the Điện Biên Press, Radio, and Television to produce video reports on thematic supervision results for the 21st Session. This approach allowed delegates and voters to follow the results, limitations, and causes in a visual and vivid manner. Additionally, activities related to voter contact, citizen reception, and the monitoring of complaint resolutions were conducted seriously and legally. The coordination between the Council’s Standing Board and the provincial People’s Committee, the Vietnam Fatherland Front, the National Assembly Delegation, and relevant agencies became increasingly harmonious and effective, contributing significantly to the province’s political goals.

Reporter: 2026 is a year of special importance. What key tasks has the provincial People’s Council identified?

Lê Thành Đô: 2026 is the first year for the implementation of the 15th Provincial Party Congress Resolution and the 2026-2031 five-year socio-economic development plan. It is also the year of the 14th National Party Congress and the elections for the 16th National Assembly and People’s Councils at all levels. First and foremost, the Council identifies its top priority as coordinating with the provincial People’s Committee, the Vietnam Fatherland Front, and relevant agencies to successfully organize the elections. We must implement all plans on schedule to ensure the election is democratic, legal, safe, and economical. Simultaneously, the Council will prepare for two regular sessions in 2026 and organize the first session of the 16th provincial People’s Council to consolidate leadership positions as regulated. The Council will also continue to improve the quality of supervision, focusing on the implementation of the Party Congress Resolution, key projects, and the enforcement of laws in vital sectors to meet the aspirations of the voters and the people.

Reporter: How will supervision activities be implemented in 2026 to meet practical requirements?

Lê Thành Đô: The provincial People’s Council will continue to innovate and enhance the quality of supervision during and between sessions. In 2026, we will conduct thematic supervision on the implementation of policies and laws regarding the preservation and development of traditional crafts and craft villages for the 2021-2025 period. The Standing Board will organize one thematic supervision, while the Council’s Committees will organize four, focusing on Council resolutions, key projects, public investment progress, and the resolution of voter petitions. Explanation activities at Standing Board meetings will be maintained for pressing issues of public concern.

Reporter: What are your expectations for the provincial People’s Council and the delegates in the new term?

Lê Thành Đô: I expect that the 16th provincial People’s Council and the delegates for the 2026-2031 term will continue to promote a spirit of responsibility, courage, and wisdom. They must stay close to the grassroots and the people, truly serving as a bridge between the Party, the government, and the citizens. With a determination to innovate and improve operational efficiency, the Council will contribute significantly to the successful fulfillment of development goals, building an increasingly prosperous, sustainable, and identity-rich Điện Biên.
