Through the guidelines and policies of the Party and the State, Điện Biên has implemented decisive actions with the dedicated efforts of the entire political system and the consensus of its people. These achievements have created a solid foundation for an aspirational breakthrough on this historical land.

Looking back at 2025, the province witnessed historic milestones as the entire country reorganized administrative boundaries and streamlined its organizational apparatus to implement a two-tier local government model. Within this transition, Điện Biên successfully streamlined its provincial departments and consolidated 129 communes, wards, and towns into 45 larger communal units. The deployment of regular police and military forces to the commune level was also completed. Importantly, this streamlining did not interrupt public services but instead enhanced management efficiency and improved the quality of service provided to the citizens.

The Party committees and authorities at all levels, along with the contingent of officials and civil servants throughout the province, have promoted their roles by focusing on grassroots needs. They have accelerated administrative reforms and digital transformation to build a digital government that brings the administration closer to people. By applying information technology to administrative procedures, agricultural production, tourism, urban management, and healthcare, the province has effectively addressed the challenges posed by larger communal areas. Residents in remote regions can now resolve their paperwork at the commune level with speed and efficiency, ensuring that geographical distance is no longer a burden for people.

To ensure the effective operation of the two-tier local government model, the province has reviewed and redistributed its personnel to place the right people in the right positions, particularly at the grassroots level. Provincial officials have been seconded to communes to resolve emerging issues and provide direct, hands-on guidance to local staff. This strategy has created new development spaces for the communes and brought practical benefits to the residents. Consequently, resources from social welfare programs and projects are now delivered directly and accurately to those in need.

Another highlight of 2025 was the profound spirit of solidarity and sharing with those affected by natural disasters and landslides. This collective effort enabled Điện Biên to complete its mission of eliminating temporary and dilapidated housing. More than 22,300 solid and sturdy houses were erected to replace frail shelters, providing stable residences and reinforcing people’s trust in the Party, the State, and the community.

The year 2026 opens with fresh opportunities, especially following the success of the 14th National Party Congress. This is also the first year the province implements the Resolution of the 15th provincial Party Congress through specific action plans tailored to local realities. Although Điện Biên faces significant hurdles as a mountainous border region with inconsistent infrastructure and limited investment, the achievements of 2025 have provided the necessary momentum. These results ensure that the province can maintain economic growth, safeguard social welfare, and uphold national defense and security at the nation’s westernmost frontier. This serves as a firm foundation for Điện Biên to realize its breakthrough aspiration for green, smart, and sustainable development on a land forever associated with a victory that “illuminated the five continents and shook the earth.”
