These are not merely infrastructure projects, but vivid proof of the aspiration to rise, representing the freshest “flowers” that the Party organization and people of ethnic groups in Điện Biên province offer to the great festival of the country.

When the rhythm of the whole country looks towards the 14th National Party Congress, Điện Biên also welcomes a moment of special significance. Three key projects of the province will officially be inaugurated on the same day, joining the great flow of faith, aspiration, and innovation. Those are the Mường Thanh Market and Commercial Services Project, the Project of Working Headquarters combined with Program Production Center of Điện Biên Radio and Television, and the Project of Điện Biên Rubber Latex Processing Factory in Thanh Nưa commune. Three works, three different fields, but meeting at a common point: Promoting development and opening up new spaces for the province’s future.

The inauguration ceremony is organized in an in-person format combined with online, connecting with bridge points across the country. In which, Mường Thanh Market and Commercial Services Project was selected as the main bridge point in Điện Biên.

After many months of urgent construction, Mường Thanh Market and Commercial Services today has put on a spacious, modern appearance. Built on an area of 1.8ha with a total investment of over VND 193 billion, the neat rows of kiosks, the open market hall area, and the synchronous infrastructure system create a harmonious overall structure, both meeting trading needs and bearing the breath of a community living space.

But what makes the project’s own attraction does not only lie in the external form. Mường Thanh Market and Commercial Services is oriented to become an open cultural space, where commerce is associated with experience. Night markets, walking streets, and periodic music and art programs on weekends will be organized, turning this place into a meeting point for people and tourists when night falls.

In the context that Điện Biên is finding a solution for the night-time economy problem, the appearance of Mường Thanh tourist market is considered a reasonable and timely answer. Because previously, the suspension of service business activities at the May 7th Square to ensure security and order made the people’s need for night-time fun and entertainment require a new destination. Mường Thanh night market and walking street are therefore expected to welcome the flow of visitors looking for spaces that are both safe and rich in identity.

Right from the end of October, the Market Management Board organized the reception of stall registrations, listening to the aspirations and business models of small traders. By mid-November, the bustling atmosphere had spread throughout the market hall when small traders began transporting goods, arranging stalls, and preparing for the opening day. Trần Quang Hoàn, a small trader participating in business at the market, shared: “The market is built spacious, modern, and planned methodically. We hope it will help trading be more favorable, bringing a long-term stable income source for the family.”

The fact that the work was selected as a work to welcome the National Party Congress is an honor, while also posing great responsibility in management and operation for the investor unit. Nguyễn Quốc Ngũ, Chairman of the Board of Directors cum General Director of the NQT Quảng Ninh Construction and Trading Joint Stock Company, committed: “We will organize the project operation methodically and in a civilized manner, accompanying small traders, coordinating closely with local authorities to maintain security and order, environmental sanitation, building the image of a friendly, modern market - commercial center, imbued with Điện Biên identity.”

If the Mường Thanh market represents the urban rhythm and services, the Điện Biên Rubber Latex Processing Factory is a symbol of the transformation in the province’s industrial and agricultural sectors. Because this is the first industrial work of the rubber industry in Điện Biên, marking a new stage in the journey of improving local product value.

Started on March 19, 2025, the factory has a capacity of 5,000 tons/year, producing SVR10 and SVR20 types, meeting national quality standards. With a total investment of VND 60 billion on an area of 25,000m², the work includes full items from workshops, finished product warehouses to wastewater treatment systems, and synchronous technical infrastructure. Nguyễn Công Tám, Chairman of the Board of Directors of the Điện Biên Rubber Joint Stock Company, shared: “Building the factory in the raw material area helps us proactively manage the entire process, closing the production loop from planting, exploitation to processing, increasing product value and business efficiency. Therefore, this project is the foundation for the sustainable development of the rubber industry in Điện Biên province. We believe the factory will promote practical efficiency, creating an important foundation for the stable and long-term development of the company. More importantly, this is a practical gift welcoming the 14th National Party Congress, demonstrating the sense of responsibility and determination of the collective of the company’s officers and employees.”

Nine months of construction were nine months of diligent work without rest. Thanks to that, on November 15, 2025, the processing line officially operated successfully on a trial basis. The first batches of SVR10 products bearing the brand “Điện Biên Rubber” were born, affirming that the value chain from planting, exploitation to processing has been completely closed.

Not only that, putting the Điện Biên Rubber Latex Processing Factory into operation also opens up profound social values. More than 70 local workers have been recruited, with an average income of VND 7.5 million per month or more. From people used to upland fields, they became technical workers, mastering modern lines right on their homeland.

Tòng Văn Tiến, Cò Chạy 2 village, Thanh Nưa commune - a worker at the factory shared: “Previously we mainly worked on upland fields, income was precarious; now having a stable job, close to home, learning a profession, having regular monthly income. Everyone is excited because from now on life will be better, children will be educated more fully.”

It is known that from 2026, the factory will operate commercially, processing the entire latex output of the Điện Biên Rubber Joint Stock Company, while purchasing latex from people and units in the area, creating stable output for thousands of rubber growing households in the province.

The third piece completing the development picture is the Project of Working Headquarters combined with Program Production Center of the provincial Newspaper and Radio - Television. This is a work of special significance in the field of information and dissemination, where images of Điện Biên will be produced and spread to the public inside and outside the province. In the context of strong digital transformation, this work is expected to be a foundation for Điện Biên press to catch up faster with trends, maintaining the role as a bridge between the Party, the government, and the people.

The project was implemented under Decision No.1371/QĐ-UBND dated August 9, 2022, of the provincial People’s Committee, with a total investment of VND 100 billion from the Central budget. The work is built on a large scale, including a 6-story working headquarters and 1 technical floor, a program production technical center, along with a system of auxiliary infrastructure such as a garage, transformer station, internal roads, greenery, and synchronous specialized equipment. After 12 months of urgent construction, overcoming many difficulties, the work has been completed and is eligible to be put into operation.

Nguyễn Quốc Quân, Deputy Director of the Project Management Board of provincial Industrial and Civil Works, the investor unit, said: We have focused on coordinating with relevant units, especially the local government, to coordinate the implementation of site clearance work, parallel with perfecting investment preparation steps such as approval, construction drawing design documents, contractor selection, and bidding work carried out in accordance with regulations to speed up implementation progress.

“During the construction process, extreme weather issues were unavoidable; however, we coordinated to accelerate construction progress by requiring contractors to increase the number of people, increase the number of machinery and equipment, increase working hours, increase shifts and crews, working days and nights to ensure the fastest time. The implementation process up to the present time basically ensures meeting the progress requirements. And especially, it is also a great honor when the work is selected by the province as a work to welcome the 14th National Party Congress,” Nguyễn Quốc Quân added.

When coming into operation, the new headquarters of the provincial Newspaper and Radio - Television will ensure modern program production conditions, contributing to improving the quality of radio and television content, bringing information of Điện Biên province to the people nationwide and overseas Vietnamese quickly, accurately, and vividly.

The three works inaugurated in the province on this coming December 19 do not stand alone but beat in harmony with a series of key works inaugurated simultaneously across the country, aiming to welcome the 14th National Party Congress. Those works both carry the specific meaning of a locality and are pieces in the big picture of the aspiration to build a mighty country. Moreover, the simultaneous inauguration of these projects on December 19 is the most practical action, demonstrating the political determination of Điện Biên province in successfully realizing socio-economic development goals, creating a strong breakthrough momentum to welcome the great festival. Điện Biên today is truly transforming, with a new appearance, new spirit, and new faith.
