Party Committee of the provincial Department of Health actively prepares for its upcoming congress

ĐBP - At present, the Party Committee of the Điện Biên provincial Department of Health is actively preparing for its 12th Congress for the 2025-2030 term, which is scheduled to take place at the end of May.

The Party cell of the provincial Traditional Medicine and Rehabilitation Hospital has been selected by the Party Committee of the provincial Department of Health to organize a pilot congress, which will serve as a model for other branches in preparation for the 12th Party Congress. On January 14, 2025, the Party cell successfully held its congress for the 2025-2027 term.

Dr. Phạm Thanh Hải, Deputy Secretary of the Party cell and Deputy Director of the Traditional Medicine and Rehabilitation Hospital, said that immediately after the congress was successful and with the approval of the Party Committee of the provincial Department of Health, the Party cell convened to assign tasks, set up working regulations, and develop the full-term plan as well as the inspection plan for the 2025-2027 term. The focus is on ensuring the integration of traditional and modern medicine in healthcare services, identifying the key objectives of the hospital to concentrate resources to enhance treatment efficiency.

“We are also emphasizing the implementation of Project 06, medical examination and treatment using citizen identification cards, and the roadmap for electronic medical records and digital health booklets, aiming for completion by September 2025. The development of the Party organization is also a priority,” she added.

Delegates vote for the Executive Board of the Traditional Medicine and Rehabilitation Hospital’s Party cell for the 2025-2027 term.

Currently, the Party Committee of the provincial Department of Health is closely monitoring the preparation of political reports for its subordinate branches and regularly providing guidance. The Party Committee has also established a Document Subcommittee and a support team, and the political report draft has been mostly completed. Regarding personnel, the Party Committee is ensuring strict compliance with procedures for selecting and introducing candidates for the executive committee, while also supervising the implementation of personnel-related tasks across its branches. Personnel arrangements are being discussed in Party Committee meetings, with the final list to be submitted to the Provincial People’s Committee for approval.

Mr. Phạm Giang Nam, Secretary of the Party Committee and Director of the provincial Department of Health, emphasized that to ensure the success of the Party congresses at all levels for the 2025-2030 term, the Party Committee has closely followed the contents of Directive No. 35 issued on June 14, 2024, by the Politburo regarding organizing Party congresses at all levels leading up to the 14th National Party Congress, as well as the Politburo’s conclusion on January 18, 2025, on amendments to Directive 35 and related guidelines for Party congresses at all levels. These directives guide the preparation and successful organization of the congresses for Party branches and units.

In the context of the nationwide implementation of Resolution No.18 of the Politburo on streamlining the organizational structure of political institutions, the Party Committee of the provincial Department of Health has closely monitored and quickly completed the reorganization of the departments and units, ensuring no disruption to operations. Additionally, the Party Committee has integrated two sub-party committees and received nine members from the provincial Department of Labor, War Invalids, and Social Affairs into the provincial Department of Health’s Party Committee. Sub-committees have actively and promptly stabilized their operations in accordance with the Party regulations and the new directives from the Central Party Committee.

As of now, 10 out of 12 sub-branches under the provincial Department of Health’s Party Committee have successfully held their congresses, with the remaining two expected to complete theirs by April.
