Mường Ảng gears up for its district-level Party congress

ĐBP - Mường Ảng District, Điện Biên Province is making steady progress in preparing for its upcoming Party Congress for the 2025-2030 term.

Reportedly, most of the preparation work has been completed, including refining the congress’s documents with feedback, following proper procedures for personnel selection, and intensifying public information efforts.

Drafting the political report is a crucial task, as it outlines the district’s vision, development strategy, and an assessment of the previous term’s achievements.

With a sense of urgency and diligence, Mường Ảng District has now finished the third draft of the political report. Mr. Nguyễn Tiến Đạt, Secretary of the Mường Ảng District’s Party Committee, stated that despite numerous challenges during the 2020-2025 term, the district has made remarkable progress under the leadership of the district Party Committee. People’s living standards have been improved, while public trust in the Party’s leadership has been further strengthened.

However, certain challenges remain in meeting the district’s targets. Economic growth is still not sustainable, with the economy largely reliant on small-scale and fragmented agricultural and forestry production, primarily focused on raw agricultural products. The implementation of the Agricultural Sector Restructuring Plan has been slow in some areas, and several targets set by the 23rd district Party Congress have not been met. These include the number of communes reaching or nearing new-style rural development standards, advanced new-style rural communes, and new-style rural villages. To address these issues, the draft political report outlines specific strategies and action plans for the upcoming term.

To ensure the political report reflects the collective wisdom of the entire Party and the people, Mường Ảng District recently held a consultation meeting with former district leaders and retired department heads. During the meeting, they provided valuable insights on economic and social development strategies, national defense, security, and ways to improve local living standards.

The draft political report of the Executive Board of the Mường Ảng District’s Party Committee is titled: “Enhancing the Party’s leadership capacity and combat strength; fostering unity among ethnic groups; leveraging potential and advantages; accelerating socio-economic development; ensuring national defense and security; and striving for fast and sustainable growth.”

The third draft has been completed, and further steps are underway. By June 30, after receiving feedback from provincial authorities, the district will finalize, print, and compile the document for the congress.

Following the Politburo’s Directive No.35 and guidance from the provincial Party Committee on holding Party congresses at all levels, the Mường Ảng District’s Party Committee has been actively overseeing commune and town Party organizations to ensure that Party cells at grassroots level run their congresses on time and in accordance with regulations. Among the two subordinate Party organizations selected for pilot congresses - the Party cells of the district’s Department of Education and Training and the Mường Lạn Commune’s Party Committee, both have now completed all required preparations. These congresses are expected to finish by February 2025.

Mr. Lò Văn Sớn, Secretary of the Mường Lạn Commune’s Party Committee, acknowledged the pressures of being a pilot unit, noting that challenges and shortcomings are inevitable. However, the commune has meticulously prepared for the congress to ensure compliance with Party regulations and principles, with a particular focus on improving the quality of congress documents. In terms of personnel, the selection process prioritizes individuals with integrity and capability for the new term’s Party Committee.

With the district Party Congress fast approaching, efforts are intensifying. Alongside finalizing the political report and completing personnel procedures, the Mường Ảng District’s Party Committee is directing local Party organizations to enhance public awareness of the achievements of the current term’s resolutions, launch emulation movements among officials, Party members, and all walks of life, and strive to surpass key targets set by Party congress resolutions at all levels. These efforts aim to accelerate the district’s progress toward achieving its 2025 targets and overall objectives for the 2020-2025 term.
