Attendees included Mr. Mùa A Sơn, Standing Deputy Secretary of the provincial Party Committee; Mr. Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Mr. Lò Văn Phương, Member of the Standing Board of the provincial Party Committee and Chairman of the provincial People’s Council; and Mr. Mùa A Vảng, Alternate Member of the Central Party Committee, Member of the Standing Board of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee.
According to the draft project, the rearrangement of agencies and units in the province’s political system will be as follows: Reducing 2 provincial-level departments; reducing 13 divisions and equivalents; and increasing 1 Party organization at the district level directly under the provincial Party Committee.

For specialized agencies under the provincial People’s Committee and units belonging to these agencies, there will be 14 agencies (reduced by 5); 83 divisions (reduced by 34); 7 sub-departments and equivalents (reduced by 3); and 70 public non-business units (reduced by 27) under specialized agencies managed by the provincial People’s Committee. Additionally, 2 public non-business units under the provincial People’s Committee will be increased, equivalent to the planned establishment of Điện Biên Phủ University and the Investment, Trade, and Tourism Promotion Center.
Regarding the progress, from March 1, 2025, the province will complete procedures such as merging the provincial Party Committee’s Information and Education Commission with the provincial Party Committee’s Mass Mobilization Commission to form the Information and Education and Mass Mobilization Commission; ending the operation of provincial-level Party delegations, Party committees, and the Party Committee of the provincial Business Bloc; and establishing Party Committees for provincial-level Party agencies and the provincial People’s Committee.
Furthermore, the province plans to complete the consolidation of personnel positions after establishing the two new Party committees, rearranging agencies under the province’s administration. At the same time, the internal organizational structures of the Party agencies, the Vietnam Fatherland Front Committee, and social-political organizations will be restructured.
Delegates basically agreed with the rearrangement plans outlined in the draft proposal. They also added suggestions, including merging cultural and information offices with cultural and radio-television center at the district level. Additionally, they proposed transferring the functions of vocational training and education centers to district education and training departments or the province’s Department of Education and Training. The delegates also suggested discontinuing district health offices. It is essential to carefully review, analyze, and evaluate the selection of personnel with the necessary skills, qualifications, and experience to meet practical requirements.
In his concluding speech, Mr. Trần Quốc Cường praised the delegates’ frank participation and suggested that the provincial Organization Commission - the Standing Agency of the provincial Steering Committee for summarizing the implementation of Resolution No.18 at the provincial level - should absorb and synthesize all comments to guide the provincial Steering Committee in further research, supplementation, and implementation of subsequent steps.
