By implementing synchronized solutions, the commune’s Party Committee has successfully improved its leadership capacity while meeting and exceeding recruitment targets.
A standout example of this success is the Noong Vai village Party Cell, which currently boasts 28 members, making it the largest cell in the commune. Lò Văn Bình, the cell’s secretary, noted that the key to their success lies in consistent dissemination and raising public awareness. By encouraging residents to participate actively in local movements, such as infrastructure development, environmental protection, and cultural building, the cell has been able to identify and cultivate outstanding individuals for recruitment. This proactive approach has resulted in six new members joining since 2023, setting a benchmark for other villages to follow.
The Thanh Yên commune Party Committee now oversees 55 subordinate units, including 40 village cells, with a total membership exceeding 800. Under the resolution for the 2025-2030 term, the commune aims for an annual growth rate of 3%, roughly 25 new members per year. However, for 2026, the specific provincial target has been set at 30 members.
Lò Văn Kiên, Standing Deputy Secretary of the commune Party Committee, explained that officials have been assigned to monitor specific cells to provide direct guidance on identifying potential candidates. Furthermore, meeting recruitment targets has been integrated into the year-end performance evaluation criteria for every village cell.
The commune’s strategy focuses on identifying potential recruits through active participation in movements like “New-style rural development” and poverty reduction. Special attention is given to village heads, youth union members, military veterans, and recent university graduates who have returned to their hometowns. To streamline the process, Thanh Yên coordinates with the Political Center in Thanh An to hold training sessions on Party awareness. Officials also provide hands-on assistance with the complex paperwork and background checks required for membership to minimize delays.
These coordinated efforts have yielded impressive results. Since 2025, the commune has admitted 32 new members, with rural residents accounting for nearly 70% of the total. The momentum has continued into the first two months of 2026, with seven new members already sworn in, all of whom originated from village-level cells. This growth has ensured that all 40 villages in Thanh Yên now have established Party cells, with rural members now making up 64% of the commune’s total membership.
Beyond fulfilling numerical targets, these achievements have significantly bolstered the leadership capacity of the Party at the most local level, ensuring that development initiatives are led by dedicated and qualified individuals.
