To implement this work, the Standing Board of the provincial Party Committee issued Resolution No.13-NQ/TU in 2021 regarding digital transformation through 2025 with a vision toward 2030, while the provincial People’s Committee developed a digital transformation project for the 2021–2025 period and established a steering committee for the development of science, technology, innovation, and digital transformation. Under unified and decisive direction, various sectors and localities have implemented specific plans, forming many effective models and achieving important results.
In the fields of tourism and transport, the province has implemented 3D digitization and built virtual tours for 15 national historical sites and 14 typical tourist spots, allowing visitors to experience cultural and historical spaces at any time and from any location. Another advancement is the implementation of automated driving test fee management, a system that allows candidates to pay fees online through VNPT software linked to bank accounts, while automatically looking up information and providing refunds after test result reconciliation.
Given the inherent potential of agriculture, the province has prioritized the application of scientific and technological progress and digital transformation in production and deep processing. Examples include the cultivation of Cordyceps fungi, the production of Trichoderma mushroom spores for soil improvement, and tissue culture for high-value ornamental plants such as orchids and gerberas. Managing production according to digitized standards represents an important breakthrough in enhancing the value of local agricultural products.
By the end of 2025, the province had granted 50 planting area codes for key crops including rice, tea, coffee, macadamia, and fruit trees, covering a total area of more than 1,111ha. This code management system ensures transparency in production processes, helping Điện Biên agricultural products meet the requirements for modern supply chains and export markets. Simultaneously, the province has supported the printing of more than 218,000 traceability stamps for agricultural products, enabling consumers to easily verify information through QR code scanning applications.
These digital transformation efforts have yielded clear results for the economic growth of Điện Biên. The share of the digital economy in the provincial GRDP has steadily increased from 11.5% in 2024 to 14% in 2025. Specifically, revenue from telecommunications and internet activities in 2025 is estimated at VND 772.5 billion. This is an impressive figure for a mountainous border province, reflecting a correct shift in the economic structure toward modernity based on digital technology platforms.
Digital transformation has assisted businesses in reducing costs and increasing productivity while helping the government improve management efficiency and allowing citizens to access services faster and more conveniently. Examples include the deployment of cashless gas station models at 100% of current petroleum stores and the fact that 98.8% of pensioners and social insurance beneficiaries receive payments through accounts, which has created transparency in social cash flows and saved travel time for the people.
A highlight of the provincial digital transformation in 2025 is the growth of a digital business community, which is the most important indicator of the strategy’s success. There are currently 45 digital technology enterprises operating actively in the province. VNPT Điện Biên stands out as a leader in deploying infrastructure solutions and digital services for both the government and businesses. The unit has provided an administrative procedure information system interconnected to 45 commune and ward levels, along with a smart reporting system and official email services for 6,000 officials and civil servants across the province. Currently, over 84% of small and medium enterprises in the province utilize digital platforms, and 98.9% participate in electronic tax filing.
To continue promoting digital transformation and sustainable digital economy development in 2026 and the subsequent period, the province will focus on upgrading digital infrastructure synchronously. Priorities include eliminating mobile signal and internet “blind spots” in highland and border village and hamlet areas, while accelerating the deployment of 5G networks in central areas and tourist spots. The province is researching the establishment of a “Science, Technology, Innovation, and Digital Transformation Investment Fund” to proactively provide resources for breakthrough tasks. Furthermore, there will be increased cooperation with large technology corporations to solve major problems regarding the application of Artificial Intelligence (AI) and Big Data in priority sectors.
