“Green lane” for Điện Biên

ĐBP - In the early days of 2026, Điện Biên has embarked on a journey of renewal with a determination for strong administrative reform.

Under Official Dispatch No.410/UBND - PVHCC issued on January 16, 2026, the provincial People’s Committee implemented a “green lane” mechanism for handling administrative procedures for key non-budget investment projects. This represents a timely decision tailored to the desire to create momentum for economic growth, enhance competitiveness, and expand the business investment environment.

The “green lane” is being deployed with a spirit that does not cut mandatory legal steps or reduce the quality of appraisal and evaluation. Instead, it is a smart priority selection that reduces the processing time for administrative procedures and project-related tasks by at least 60% compared to current regulations. The province clearly identifies that simplified procedures allow major tasks to proceed easily, while shorter timeframes result in longer-lasting opportunities. The sectors selected for the “Green lane” are promising areas for development, including industrial parks, cluster industrial zones, logistics centers, social housing, and urban residential areas, along with large-scale projects that possess a driving force for widespread impact.

The operation of the provincial Public Administration Service Center contributes to reducing the time needed to process administrative procedures for residents and businesses.

 

In Điện Biên, these projects are no longer confined by lengthy procedures but are instead supported by a commitment from the government to accompany investors. A new approach to implementation ensures that dossiers are labeled with priority from the moment of receipt and routed directly to the responsible agencies. This process is supported by a strong commitment to information technology and digital transformation, which serves as a platform to make administrative procedures more transparent and faster than before. It marks a significant shift from an administration that simply processes files to one that serves development.

During 2025, administrative reform and business environment improvements in Điện Biên underwent distinct changes. Following the merger of administrative units and the operation of the two-level local government model, the entire system from the provincial level to the grassroots was mobilized to reduce procedural barriers for residents and businesses. These advancements played a vital role in promoting socio-economic development. The province has successfully restructured many procedures, digitized records, and improved handling efficiency through public administration service centers at various levels. The reorganization of commune-level administrative units also helped to streamline the apparatus and enhance management effectiveness.

Efforts to build databases and finalize the digitization of records are continuing to reduce the burden of manual paperwork and help state agencies resolve dossiers at a higher speed. These specific changes are building trust among businesses and residents regarding the local investment environment. By learning from the experiences of other localities that have successfully prioritized key projects, Điện Biên is flexibly applying lessons that fit its own unique context, focusing on the most essential areas rather than following a generic template.

Under the direction of Chairman Lê Văn Lương of the provincial People’s Committee, the province has focused on establishing hotlines to receive and process feedback from businesses and residents regarding difficulties in procedural implementation. This is not only an information channel but also a monitoring tool to ensure that the “Green lane” truly operates effectively in every process. The provincial People’s Committee has also issued directives to improve the quality of service for citizens and businesses through the implementation of administrative procedures and public services in an electronic environment.

With the results achieved in 2025, administrative reform in Điện Biên has gradually proven its effectiveness through faster processes, transparent standards, and a more attractive investment environment. These steps are a foundation for the next stage of development as the province continues its determination to innovate. In the atmosphere of the new spring, the “Green lane” opens a new direction that is leaner, more transparent, and closer to the needs of residents and businesses. This reflects the accelerating spirit of a province rich in potential, ready to integrate more deeply into regional and international value chains, aiming for a future that is fast, green, smart, and sustainable, while striving for a double-digit economic growth rate in 2026.
