Attendees included Trần Quốc Cường, member of the Party Central Committee and Secretary of the Provincial Party Committee, along with leaders from the Provincial Việt Nam Fatherland Front Committee and the Provincial People's Council.
During the session, representatives discussed and provided feedback on 16 important proposals. Eight were debated directly, while the remaining eight were decided by ballot.
Secretary of the Provincial Party Committee, Trần Quốc Cường, expressed concern that public investment disbursement in the first nine months had fallen short of expectations. He noted that the province’s capital demand forecasting and disbursement capacity were inaccurate, with departments, branches, and localities failing to meet real demand. Additionally, inspection and supervision of the process were insufficient. He urged delegates to offer responsible input to identify breakthrough solutions, aiming for capital disbursement to reach 95 per cent or more of the target by the end of the year.
The Provincial Department of Planning and Investment (DoPI) proposed adjusting the medium-term public investment plan for 2021-2025 and 2024. The total budget for 2021-2025 is to be reduced by VNĐ1.8 trillion (US$70.7 million) from land use revenue. Twenty new project categories will be added to the medium-term plan, funded by VNĐ11.9 trillion ($4.6 million) of reserve capital, representing 10% of the local budget.
The province will also adjust the public investment plan of the National Target Programme for Sustainable Poverty Reduction within Mường Chà District, reducing funding for the National Target Programme for Socio-Economic Development of Ethnic Groups and Mountainous Areas by VNĐ94.9 trillion ($3.7 billion) for 95 projects, while increasing funding for 26 others.
Similarly, the public investment plan for the National Target Programme for New Rural Development will be reduced by VNĐ26.2 billion ($1 million) for 88 projects. The plan for 2024 will also see a reduction of VNĐ89.1 trillion ($3.5 billion) in central budget capital for 27 projects, with a corresponding increase for 24 others.
During the session, representatives requested a careful evaluation of the rationale and practicality of reducing or increasing project funding based on available capital sources. Leaders from various departments, branches, and localities explained the progress of project implementation, their capacity to disburse capital, and offered recommendations to the Provincial People's Committee regarding the capital adjustment plan proposed by the Department of Planning and Investment (DoPI).
In his conclusion, Chairman Lê Thành Đô agreed to the reduction of revenue from land use and tasked the Department of Finance, in collaboration with the Department of Natural Resources and Environment, to determine the appropriate level of reduction. Regarding the National Target Programmes, he concurred with the proposals put forward by the DoPI.
The Động Lực Road project and the Centre for Disease Control project (under the Department of Health) will not undergo any adjustments in the medium term. Based on the available capital, it was recommended that departments, branches, and localities adhere to principles for adjusting capital plans, ensuring alignment with project progress requirements and efficient capital disbursement.
The Department of Planning and Investment (DoPI) has been tasked with urgently finalising the adjustments to the medium-term public investment plan for the 2021-2025 period and for 2024, and submitting it to the Provincial People's Committee by October 25.
Regarding the draft Resolution amending and supplementing Resolution No. 21/2020/NQ-HĐND, issued on July 15, 2020, by the Provincial People's Council, which regulates the collection, exemption, reduction, payment, management, and use of fees and charges in Điện Biên Province, Chairman Lê Thành Đô instructed the Department of Culture, Sports and Tourism, along with the Department of Finance, to reduce entrance ticket prices by 50 per cent for all ethnic groups in the province.
Chairman Lê Thành Đô directed relevant organisations to draft reports on several key areas, including the authority for purchasing goods and services, asset purchases for scientific and technological tasks funded by the State budget, and policies for commune-level agricultural extension workers. He also called for revisions to Decision No. 11/2024/QĐ-UBND, which sets norms for agricultural extension activities in the province. These reports should incorporate delegate feedback, be revised, and submitted to the Provincial People's Committee by October 25.
The draft reports will then be presented to the Provincial People's Council for further consideration.
