“Racing against time” on many projects in Điện Biên

ĐBP - With less than two months remaining before the district-level administrative units officially cease operations according to the administrative reorganization plan, this period is crucial for local authorities to complete unfinished tasks, accelerate project progress, and resolve any remaining issues, particularly in the area of basic construction investment.

The “Upgrade and Renovate Tả Sìn Thàng Primary School” project in Tả Sìn Thàng commune, Tủa Chùa district, with a total investment of more than VND 4.5 billion, is managed by the Project Management and Land Development Board of Tủa Chùa district. The project started in February 2025, with the main construction being a two-story school building with 8 classrooms and other auxiliary works such as a concrete yard, fences, and gates. As of now, the project has completed 90% of the work. The investor and contractor aim to finish the project before May 31, 2025, weather permitting, so the remaining tasks are being expedited.

Many projects are mobilizing machinery and labor to accelerate construction progress.

Vũ Ngọc Giang, Director of the Vinh Giang Trading, Construction and Investment Co., Ltd., the construction contractor, said: “According to the project plan, the school will be completed and put into use at the beginning of the 2025-2026 school year. However, following the directive of the Tủa Chùa district People’s Committee and the project investor, we have mobilized labor and equipment to speed up construction. Currently, about 90% of the contract work has been completed, and we are working hard to finish the remaining steps like plastering and painting the walls. We expect to finish and hand over the project ahead of schedule, two months earlier than planned.”

According to the review, there are 45 ongoing construction projects managed by the Project Management and Land Development Board of Tủa Chùa district, with 12 projects expected to be completed by May 31, 2025, and 33 other projects expected to be transferred after the district-level administrative units cease operations and communes are merged.

The project to upgrade Tả Sìn Thàng Primary School is being rapidly completed with the final touches.

Bùi Thanh Bình, Deputy Director of the Project Management and Land Development Board of Tủa Chùa district, said: “For completed projects that have not yet been settled, we are working quickly to finalize the financial settlements and pay all outstanding amounts, ensuring there is no debt accumulation, and closing accounts in accordance with regulations before May 31, 2025. For projects that will not be completed before the district’s closure, we have listed and assessed the completion progress of each project, cross-referenced outstanding debts, and sent reports to the province.”

Meanwhile, the “Construction of the Resettlement Area and Central Administrative and Political Area of Điện Biên Province” project, with a total investment of VND 210 billion using state budget funds, is one of four key projects being implemented in Điện Biên Phủ city by the municipal People’s Committee. This project spans the time frame of the district-level administrative unit ceasing operations, so in addition to increasing on-site inspections and supervision, the Điện Biên Phủ city People’s Committee has directed contractors to focus machinery and labor to accelerate completion, with the motto “The construction volume completed must match the finalized documents.”

Workers are processing rebar for the construction of the Resettlement Area and Central Administrative and Political Area of Điện Biên province.

The construction package for the first phase of the project, valued at more than VND 67 billion, includes land leveling and reinforcement of the foundation, and is being carried out by the joint venture between the Tùng Lâm Trading and Construction Co., Ltd. and the Hải Lộc Construction Trading Co., Ltd. It is expected to be completed before June 30, 2025. As of now, more than 80.11% of the contract value has been completed.

Phạm Bá Quỳnh from the Hải Lộc Construction Co., Ltd. said: “In recent days, we have mobilized 10 excavators, 4 graders, rollers, over 20 trucks, and nearly 40 workers to work in three shifts to speed up the construction progress. However, some areas have not yet been handed over, which has impacted the progress of the construction package.”

Regarding the land clearance for the project, Phạm Đức Lâm, Deputy Director of the Project Management Board of Điện Biên Phủ city, the unit managing the project, stated: “There are 46 households and 2 organizations that need to be relocated. Currently, the compensation and land handover work has mostly been completed, with only 2 households yet to receive compensation and hand over their land. The municipal People’s Committee is working to encourage these families to accept the compensation; if they do not agree, coercive measures will be implemented. We expect to complete land clearance in May, after which the cleared land will be handed over to the contractor for quick completion of the first construction package before June 30.”

The project site for the Resettlement Area and Central Administrative and Political Area is being expedited.

On May 9, Chairman of the provincial People’s Committee Lê Thành Đô signed a directive to expedite the disbursement and allocation of public investment capital for 2025. The directive emphasizes accelerating land clearance, construction progress, and resolving land and resource issues, particularly for key projects to ensure the completion of land clearance before June 30, 2025.

As the deadline for the closure of district-level administrative units and the merging of communes and provinces approaches, the districts are racing against time to complete their assigned tasks for 2025 and resolve any emerging issues. Completing the review of the project list, assessing the completion progress of each project, and preparing for project handovers are key to ensuring the smooth continuation and achievement of the planned objectives.
