Experts provide feedback on software for Nậm Rốm River Multi-Disaster Management Project

ĐBP – A workshop to introduce software products and gather feedback on basin and urban management for preventing water-related natural disaster risks was held on the afternoon of October 8 in Điện Biên Phủ City.

Organised by the Điện Biên Provincial Management Board of Agricultural and Rural Development Projects, the event was part of the Nậm Rốm River Basin Multi-Disaster Management Project. The project aims to protect lives, adapt to climate change, and promote economic and social development in Điện Biên Province.

At the workshop, delegates heard experts introduce the second task, which is the technical support component. This task focuses on basin and urban management to mitigate water-related natural disaster risks.

It covers two key areas: establishing a decision support system for flood and inundation risks in the Nậm Rốm River basin, and developing a system to assess flash flood and landslide risks while designing ecosystem-based risk reduction solutions for high-risk landslide areas.

The work utilises advanced, modern information technology and specialised software to create hydrological and hydraulic models that simulate flood flows and inundation in the Nậm Rốm River basin, particularly in Điện Biên Phủ City.

Experts emphasised the need to establish a monitoring and decision support system (DSS) for flood and inundation risks. This system includes the development of a decision support system for flood and inundation risks, an urban watershed and flood model to support urban planning, and a zoning map system for flash flood and landslide risks, along with designing ecosystem-based risk mitigation solutions for high-risk landslide areas.

Once completed, these systems will be handed over to relevant units in Điện Biên Province for management and utilisation.

After listening to expert opinions, exchanging information, and discussing at the workshop, delegates contributed several key suggestions. They proposed that the software design consulting unit account for potential incidents involving dams, analyse and evaluate operating costs, and carefully consider reasonable rainfall levels within the software.

Additionally, they recommended updating the model with real-time data and incorporating hydropower reservoir information. For the Điện Biên urban flood hydrological model, calculations currently cover only certain wards in Điện Biên Phủ City, so delegates suggested expanding the model to include additional areas.

The investor, the Provincial Agricultural and Rural Development Projects Management Board, was advised to hire an independent consulting unit to assess and evaluate the software. Delegates also urged the technical support consultants to develop optimal solutions to address specific weather conditions.

In closing the workshop, representatives from the Provincial Agricultural and Rural Development Projects Management Board expressed their gratitude to the delegates for their valuable contributions toward improving the software products. The board requested the technical support consulting unit to carefully consider the delegates' feedback and promptly finalise the products to meet the requirements for the next stages of the project.
