These resources serve as a vital supplement to public investment, driving economic restructuring, job creation, and local budget growth. Of the total, 152 projects have been completed and are operational with capital exceeding VND 16,160 billion, showing stable performance and full compliance with state financial obligations. Meanwhile, 72 projects are currently in the implementation stage, carrying a massive weight of over VND 60,607 billion in capital, with most generally adhering to their committed investment regulations.
In the realms of urban development, housing, and tourism, several projects have successfully finalized their technical and social infrastructure, creating a fresh urban face for the province. A prime example is the Mường Thanh Market and Commercial Service Project, which replaced a degraded temporary market to form a commercial landmark in the city center. This project has effectively brought business activities into a professional routine, benefiting both small traders and local residents.
Similarly, the Điện Biên Phủ Commercial Center and Housing Project has significantly contributed to the province’s modern urban aesthetic. However, many other projects remain stalled at the procedural stage, particularly within the group of 13 projects selected through bidding. These are suffering from prolonged delays primarily due to land clearance disputes. For instance, the Residential and Commercial Service Project in Thanh Hưng and Thanh Chăn communes, managed by Danco Land, has been significantly delayed since 2023 because compensation and land use fee calculations have not been finalized.
The agricultural and energy sectors are also facing a significant gap between registered goals and actual progress. The province currently has 13 macadamia projects representing over VND 10,289 billion in capital, yet only 11,350 hectares have been planted out of a planned 39,338 hectares. The high-tech macadamia project by Kinh Bắc Điện Biên highlights this struggle, having planted only 400 hectares out of a planned 7,000 hectares due to difficulties in land mapping and agreements with local residents. In the energy sector, while 21 hydropower projects are operational, 11 others are facing delays related to land-use conversion and national grid connection issues. A notable example is the Nậm He Thượng 2 Hydropower project, which was slated to begin in late 2023 but has yet to complete essential investment procedures.
According to the Department of Finance, there are currently nine stagnant projects and 16 delayed projects across various sectors. The common obstacles remain land clearance, land procedures, and the limited financial capacity of certain investors. One high-tech pig farm in Ảng Tở commune by QSH Global has seen zero progress since 2023 due to shifts in the investor’s strategic technological direction. To address these issues, the province is determined to accelerate land clearance and refine detailed planning to facilitate land auctions and better investor selection. For agricultural and energy projects, officials will review and adjust schedules while requiring investors to provide firm resource commitments.
Điện Biên plans to increase inspections and resolutely revoke projects that continue to violate their commitments, ensuring that every approved investment effectively contributes to the province’s socio-economic life.
