In Điện Biên district, Điện Biên province, the activities of these transaction points have enabled poor households and other policy beneficiaries to reduce travel time and costs, and to access preferential credit sources in a timely and convenient manner. Every month on the 13th, the mobile transaction team from the VBSP’s branch in Điện Biên district is present at the People’s Committee Office of Na Tông commune. This is a fixed transaction schedule, observed even on weekends. On these designated days, VBSP staff arrive punctually to handle disbursements, debt collection, interest payments, and savings deposits for residents. Being a disadvantaged commune located over 30 kilometers from the district center, the VBSP transaction point holds significant meaning for people of Na Tông.
Vừ Thị Mua, from Huổi Chanh hamlet, shared: “I am currently borrowing VND 40 million from the credit program for poor households to expand buffalo farming. To avoid accumulating repayments at the end of the loan term, each month I set aside money not only to pay interest and deposit savings but also to repay part of the principal. Having the transaction right at the commune People’s Committee office on a fixed day each month helps my family plan and repay the bank on time, saving travel time. During these transactions, I also receive guidance from bank staff on how to use the loan effectively.”
To make it easier for poor households and policy beneficiaries to access capital and VBSP services, the VBSP’s branch in Điện Biên district currently operates 21 transaction points, one in each commune. Each transaction point is staffed by 4 to 5 bank officers, with specific transaction days scheduled from the 5th to the 23rd of each month. Regardless of weather or weekends, VBSP officers always arrive on time.

Staff assigned to each commune transaction team follow standardized procedures and are fully equipped with tools and support equipment to ensure fast and accurate service. At each transaction point, the VBSP coordinates with entrusted mass organizations to carry out various activities, including loan disbursements, debt collection, interest payments, savings mobilization, and financial services. Monthly coordination meetings are held with commune leaders, representatives from entrusted organizations, and Savings and Credit Group leaders to review progress, discuss plans, share information, resolve difficulties, and disseminate new policies.
To help residents easily access and understand preferential credit policies, the VBSP collaborates with communes to install public information boards displaying transaction schedules, updated policy documents, and procedural guidelines. Strict measures are being taken to prevent loss of money or assets at transaction sites and during transport.
Nguyễn Xuân Thắng, Director of the VBSP’s branch in Điện Biên district, said: “Every year, we organize over 250 transaction sessions across commune-level transaction points, delivering capital to 275 hamlets and villages in the district’s 21 communes. As of May 11, 2025, our total outstanding loans exceed VND 930 billion, serving more than 12,680 borrowers. Thanks to effective commune-level transaction points, our credit programs have become more efficient, with improved loan quality, higher repayment rates, and reduced overdue debt. Through these transaction teams, customers not only receive preferential loans but also guidance on using the funds effectively. Many households have changed their mindset, improved their livelihoods, and escaped poverty.”

With its “doorstep service, disbursement and collection at the commune” model, VBSP’s commune transaction points in Điện Biên district serve as a bridge bringing preferential credit to the people in the fastest and most efficient way possible.
