Điện Biên delegation studies at digital government model in Saint Petersburg

ĐBP - In the framework of the implementation of cooperation agreements between Điện Biên province and Saint Petersburg (Russia), a delegation from Điện Biên, led by Lê Thành Đô, Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, visited and worked at some exemplary digital transformation facilities in Saint Petersburg.

The delegation visited the Saint Petersburg One-Stop Center, an organization responsible for providing public services to the citizens. At the working session, the delegation was introduced to the procedures for receiving, processing, and delivering administrative results. They also had the opportunity to observe the operational model of the center, and the technological solutions integrated into the public service processes.

Comrade Lê Thành Đô praised the efficiency of the model, particularly its comprehensive digitalization and user-friendly design, which provides transparency, speed, and efficiency in serving the public. He emphasized that Điện Biên is particularly interested in the potential for integrating these models with the national database systems and existing technological platforms in Vietnam. This is seen as an appropriate step towards realizing the province’s goal of promoting comprehensive digital transformation in the near future.

The delegation also visited the Russian city’s Monitoring and Security Center, which operates a high-tech urban surveillance system integrating artificial intelligence, big data, and advanced digital platforms. The Điện Biên delegation was briefed on the system for detecting and processing violations, security monitoring methods, and technologies used for public safety awareness, prevention, and early detection of security risks. Both sides exchanged experiences regarding the organizational mechanisms, cooperation strategies, and plans for future technology transfers according to Điện Biên’s needs.

Chairman Lê Thành Đô shared that with the vision and efforts to establish Điện Biên as a leader in digital transformation in the Northwestern region of Vietnam, the province is ready to learn from and thoroughly study the Saint Petersburg Monitoring and Security Center’s model. He also affirmed that he would direct the relevant provincial agencies, particularly those specializing in digital transformation and technology, to participate in programs and thematic seminars invited by Saint Petersburg, for the purpose of researching, evaluating, and proposing suitable implementation steps based on local conditions.

These efforts are part of the concrete steps to implement the cooperation contents on science, technology, and digital transformation, as outlined in the cooperation agreement signed in November 2024. With a proactive, open, and effective cooperation spirit, Điện Biên aims to collaborate with Saint Petersburg to develop practical initiatives, contributing to the modernization of public administration and improving the quality of life for its people.

The meetings at key facilities like the One-Stop Center and the Monitoring and Security Center play an important role in understanding and learning international experiences regarding digital transformation, modernizing public administration, and developing smart city models, aligning with the province’s development trends.
