The delegation also took part in the 12th International Scientific Congress titled “Sport, Human, and Health”, held in celebration of the 300th founding anniversary of Saint Petersburg University.

This visit marked a significant step in implementing the cooperation agreement between authorities of Điện Biên and Saint Petersburg, and aimed to broaden international partnership, particularly in the areas of sports and culture.

As part of the working agenda, the delegation held bilateral talks with E.D. Grigoriev, Chairman of the Saint Petersburg Committee for External Relations. The two sides discussed the implementation of their existing cooperation agreement and expressed a mutual desire to further strengthen friendly ties through practical, effective exchanges - especially in culture, education, sports, and tourism.

The delegation also met with representatives of the Embassy of Vietnam in the Russian Federation to exchange updates on bilateral relations and explore opportunities for expanding collaboration between Điện Biên and various Russian localities.

Speaking at the 12th International Scientific Congress, Chairman Lê Thành Đô extended heartfelt thanks to the organizers for the opportunity to attend and deliver remarks at such a globally significant event. He emphasized that the congress serves not only as a convergence of cultures, but also as a bridge of friendship among nations and communities, spreading the spirit of sportsmanship, cooperation, and sustainable development.

Introducing Điện Biên as a heroic land known for the legendary Điện Biên Phủ Victory that “resounded across the five continents and shook the world,” Chairman Lê Thành Đô highlighted the province’s rich potential in culture, history, nature, and sports. In recent years, Điện Biên has seen robust growth in sports and physical fitness, with a strong emphasis on preserving and promoting traditional sports of ethnic minorities - contributing to improved health, community spirit, and cultural life for the people.

The participation of Điện Biên’s delegation in the congress was a meaningful move to foster international cooperation, exchange experience, and connect with potential partners in sports and related fields. Chairman Lê Thành Đô affirmed Điện Biên’s readiness to welcome sports delegations, investors, and partners from Saint Petersburg and across Russia to collaborate toward a progressive sports sector and a sustainable future.

He expressed strong confidence in the Congress’s success and in the long-term cooperation prospects between Điện Biên and Saint Petersburg - contributing to a deeper friendship and peace between the peoples of Vietnam and Russia.
