Recently, housing development in the province has received significant attention and direction from the provincial Party Committee, People’s Council, and People’s Committee. There has been close coordination between the levels of government, agencies, and organizations in carrying out housing development programs in different stages. Điện Biên province has focused on issuing many documents to strengthen leadership from provincial to district and commune levels, receiving high support and consensus from all social classes and communities. Specifically, the province has implemented housing support policies for poor households, families with meritorious services, etc. The planning of land for social housing has been prioritized, ensuring the objectives of the National Housing Development Strategy for the period 2021-2030, with a vision to 2045 set by the Prime Minister, as well as the resolutions, programs, and plans of the province.

Currently, several social housing programs are being implemented, such as housing support for those with meritorious services to the revolution and the families of martyrs, national target programs, and the program to replace temporary and dilapidated houses. Under the nationwide movement of “Joining hands to eliminate temporary and dilapidated houses in 2025,” with the involvement of the entire political system, Điện Biên province has focused on leadership, management, and effectively utilizing resources to meet the goal of eliminating temporary and dilapidated houses for poor households. The province has surveyed and identified poor, near-poor, and vulnerable households (elderly, disabled, without support, affected by natural disasters, and climate change), as well as families with meritorious services and martyrs’ families in need of housing to ensure effective and timely housing solutions.
According to statistics, as of June 5, 2025, Điện Biên province had received and completed the allocation of housing support funds under the temporary and dilapidated house elimination program, totaling VND 304.44 billion. Currently, 5,120 out of 5,443 houses (94.04%) have been built, including 4,408 new houses and 712 house repairs. By June 5, 2025, VND 170.955 billion (56.15%) of the funds have been disbursed.
With a high determination, great effort, and strong actions, the People’s Committee of Nậm Pồ district has directed agencies, communes, and villages to survey, collect data, and ensure the support of the right beneficiaries according to the central government’s temporary and dilapidated house elimination program. It has promoted dissemination and encouraged people, especially those benefiting from the program, to raise awareness, responsibility, and determination to implement the program. Methods and approaches have been innovated, diversifying the resources under the spirit of “Those with labor help with labor, those with property help with property, those with little help little, and those with much help much.” It ensures transparency and compliance with regulations, preventing waste, corruption, and inefficiency. According to statistics, in the first and second phases, 476 households in Nậm Pồ have received support to eliminate temporary and dilapidated houses, with nearly 380 households having completed their new houses.

“The new house is finished, and now we live in a solid, spacious, and comfortable house. My family is very happy! The house is a great encouragement for us to continue striving to improve our economy, increase income, and stabilize our lives,” said Sùng A Nắng from Mạy Hốc village, Phìn Hồ commune.
To achieve the goal of providing safe housing for 169 families with meritorious services and martyrs’ families in the province, the provincial People’s Committee issued Decision No.911/QĐ-UBND to allocate additional funds for 2025 to implement the housing support program for families with meritorious services and martyrs’ families. By June 5, 2025, the province had supported 106 out of 169 houses (62.72%), including 40 new houses and 66 repairs. The disbursement has reached VND 0.87/6.75 billion, with the completion expected before July 27, 2025.
Investing in social housing is crucial for meeting the housing needs of low-income people, aligning with the central and provincial policies on social security. The Provincial People’s Committee has included specific directions for social housing development in annual housing programs and plans, while also calling for investments in housing development, especially social housing.
Currently, the provincial People’s Committee has directed the acceleration of public housing development, with a total of 1,185 houses covering 43,355 m² of floor space built to provide living and working conditions for officials, civil servants, teachers, and health workers in the province. Regarding resettlement housing, Điện Biên province has completed five housing projects on resettlement land, with 778 resettlement lots covering an area of approximately 110,794m2 of floor space. The province is also developing land for resettlement projects to assist households affected by land clearance and compensation.

For worker housing in industrial zones, the province currently lacks industrial zones, and the demand for social housing for workers is low, which has not attracted investors. Therefore, some companies in the industrial and construction sectors, such as the Điện Biên Cement Joint Stock Company, Hưng Long Investment and Trade Company, and Hoàng Anh Investment and Service Company, have provided housing for their workers, or workers have their own housing.
In implementing the “Investment in the construction of at least 1 million social housing units for low-income people and workers in industrial zones in the period 2021-2030” program, in 2024, Điện Biên province disbursed loans to 69 customers with a total value of VND 30.71 billion, and in the first half of 2025, loans were disbursed to 30 customers with a total value of VND 12 billion.
These new houses will provide motivation for each struggling household to work harder to improve their economy, build a prosperous and happy life. This will contribute to the government’s goals of eradicating poverty, improving living standards, and meeting housing criteria in the national rural development program.
