Following two pivotal visits by Party General Secretary Tô Lâm in mid-2025 and early 2026, a clear mandate was established: to develop rapidly and sustainably, the province had to accurately identify its own bottlenecks. The guiding spirit revolved around looking directly at reality, refusing to settle for past growth results, and moving beyond a dependency on external support to embrace a decisive shift from innovative thinking to direct action.
During the 2020-2025 term, the province managed to achieve an average GRDP growth rate of 8.35% per year despite numerous difficulties. This period saw the completion of several key infrastructure and transport projects that improved local living standards and provided a solid stepping stone for the current term. The business environment improved notably, attracting both domestic and international investors. In the agricultural sector, specialized production zones took shape, and residents began to actively participate in sustainable production and consumption models.
However, a frank assessment revealed that some targets stayed low, and progress in public investment disbursement and budget collection remained sluggish. The primary bottleneck was identified as socio-economic infrastructure. Regional connectivity was incomplete, leading to high logistics costs and limited market access. Because Điện Biên lacked direct links to major national and regional economic corridors, its economy remained small in scale and limited in competitiveness. The province’s budget, though increasing annually, was still heavily dependent on central government support, which narrowed the room for autonomous development investment.
The mid-2025 shift toward a two-level local government model provided Điện Biên with a “golden opportunity” to reinvent itself. The 15th provincial Party Congress set an ambitious growth target of 10% to 11% per year for the 2025-2030 term. This goal aimed to transform Điện Biên into a green, smart, and sustainable province that would become a developed hub in the region. To achieve this, the province launched synchronized solutions across three breakthrough areas: perfecting mechanisms to enhance provincial competitiveness, investing in strategic transport infrastructure to connect development spaces, and promoting tourism as a spearhead economic sector.
A major milestone occurred in January 2026 when the Government assigned Điện Biên as the lead agency for the Sơn La - Điện Biên - Tây Trang expressway project. Once completed, this route was expected to significantly reduce travel time and transport costs, encouraging businesses to invest more boldly in commercial agriculture, tourism, and border trade. This project represented a massive opportunity to restructure the province’s economic space and form new growth poles along a strategic axis.
During his session on January 31, 2026, Party General Secretary Tô Lâm commended the province’s discipline, particularly the fact that public investment disbursement had reached nearly 100%. He urged the Party and government to continue streamlining the administrative apparatus to ensure it operated as a constructive government for the people. He emphasized that the quality of officials, especially at the commune level, was paramount, as they were the ones directly resolving citizens’ concerns.

Digital transformation also served as a vital cornerstone, with progress across the three pillars of digital government, digital economy, and digital society. By establishing a unified technology and data infrastructure, the province aimed to enhance management quality and transparency while reducing social costs. As the province moved into the new year, provincial Party Secretary Trần Tiến Dũng called for all sectors to implement their tasks decisively. The 2025-2030 period was seen not just as a new term, but as a strategic opportunity for Điện Biên to break through and redefine its position on the regional economic map.
