As a mountainous border province with a complex terrain, harsh climate, and a population with many socio-economic challenges, Điện Biên faces a significant challenge in meeting the target of eliminating temporary and dilapidated houses. However, with a clear action plan and adherence to the principles of “6 clarities” (clear people, clear tasks, clear responsibilities, clear authority, clear timelines, clear results) and “4 truths” (speak the truth, act in reality, real effectiveness, and real benefits for the people), Điện Biên has entered this initiative with an intense and coordinated spirit.

In Điện Biên district, the campaign to eliminate temporary and dilapidated houses has been widely implemented, becoming a movement with great influence. Local agencies and organizations, from the district level to grassroots, have proactively conducted dozens of inspections and monitoring sessions to resolve obstacles and accelerate the progress. By now, 48 practical inspections have been completed, contributing to improving the quality and ensuring the effectiveness of the program.
The Vietnam Fatherland Front Committee of Điện Biên district, along with political and social organizations, has been actively promoting and mobilizing both physical and material contributions from the community. In particular, local people, youth union members, and other social organizations have come together to contribute labor and transport materials to support construction - all in a united effort with a humanitarian goal: to help those in need have a solid and safe home.
With the active participation of the entire political system, the district has now approved support for 745 poor and near-poor households; of these, 717 households have been verified as meeting the criteria, and 28 households are in the process of completing procedures. By May 9, 2025, 486 houses had been started (67.78% of the target), with 361 houses having completed over 30% of construction, 23 houses over 50%, 20 houses over 70%, and 62 houses fully completed. The district is striving to finish eliminating temporary and dilapidated houses by August 31, 2025.
Not only in Điện Biên district, but all districts, towns, and cities in the province are focusing all their efforts on eliminating temporary and dilapidated houses for local people. Điện Biên province sees the elimination of these houses not only as an economic and social development task but also as a deep humanitarian effort, reflecting the Party’s and the State’s special attention to the lives of the people - especially those with meritorious services, martyrs’ families, and the poor and near-poor. Each completed house is not just a “home,” but a “gift” from the solidarity of the people, reinforcing the people’s trust and spreading the spirit of unity and the tradition of “the healthy leaf covers the torn leaf” of the nation.

In addition to supporting the poor, the province has approved a housing support program for 169 individuals with meritorious services and martyrs’ families in 2025, with a budget of VND 6.75 billion. By June 5, 2025, 106 out of 169 houses had been supported (62.72%), including 40 new houses (19 under construction, 21 completed), and 66 houses being repaired (32 under construction, 34 completed).
The National Target Program for Sustainable Poverty Reduction has supported 907 out of 1,835 households (49.43%) in 2025. The program for developing ethnic minority and mountainous areas has completed 511 out of 517 new houses in two key districts. Additionally, the program to eliminate temporary and dilapidated houses across the province has completed 5,120 out of 5,443 houses, achieving 94.04% of the total work volume.
A critical factor for accelerating progress in the current phase is solving resource-related difficulties. Previously, many localities were confused about balancing the cost difference between new house construction and repairs. Now, the Prime Minister has allowed flexible use of resources from competition movements and programs launched by the Central Government. Notably, for individuals with meritorious services and martyrs’ families, localities can advance the budget to implement the program even before receiving official funding. For difficult provinces, the Ministry of Finance will gather and submit support plans before June 25, 2025.
This approach has helped Điện Biên and other localities accelerate progress, avoiding delays due to waiting for funding. However, the implementation process still faces several difficulties, especially in reviewing and assessing eligibility for support. Some households lack legal land ownership, live in areas prone to landslides, or occupy forest or river protection land. Other households cannot afford matching funds, have relatives working far away, or face difficulties with land transfer and inheritance procedures, and lack land use certificates.
The goal of eliminating all temporary and dilapidated houses by August 31, 2025, is not only a key political task but also a meaningful gift towards celebrating the 80th anniversary of the August Revolution and National Day (September 2). To meet the deadline, the province recognizes the need for the cooperation of the entire political system, every official, Party member, and the entire population, with an urgent, fast, and effective approach.

The Vietnam Fatherland Front Committee of Điện Biên province and political-social organizations at all levels have launched a nationwide movement with the motto "everyone contributes what they can, everyone who has work contributes labor, everyone who has assets contributes resources." At the same time, they have strengthened propaganda, encouraged sharing, and mobilized all social resources, tapping into the strength of national unity, ensuring all activities occur on time, with transparency, and without wastage or corruption.
Local authorities, departments, and agencies have increased coordination in inspecting and monitoring the review, mobilization, support, and implementation of policies for poor and near-poor households with housing difficulties to avoid loss and ensure that these households receive homes that meet quality standards. Social resources combined with state funding have been mobilized to support the elimination of temporary and dilapidated houses for local people. Methods and practices have been innovated to promote self-reliance and resilience during the process.
With high political determination, coordinated involvement from the entire political system, and the solidarity and sharing spirit of the people, Điện Biên is striving to eliminate temporary and dilapidated houses. Each completed house is not only a secure home for the poor and meritorious individuals but also a testament to the will, effort, and human compassion spreading through the border regions of the country.
