Approved on July 15, 2025, Resolution No.10 sets provincial-budget-funded allowances for children under the care of SOS Children’s Village Điện Biên Phủ, effective August 1, 2025. The resolution offers vital financial support for 165 disadvantaged or orphaned children currently living at the village, where they grow up surrounded by care, education, and opportunities for holistic development. Yet in recent years, limited funding has placed significant pressure on daily childcare operations.
Resolution No.10 serves as a fresh breeze, a profoundly humanitarian turning point, enabling the SOS Children’s Village in Điện Biên Phủ to continue its mission of caring for disadvantaged children. Starting August 1, 2025, children under the village’s care will receive a specific allowance based on the provincial social assistance standard of VND 500,000 per month. Those under the age of four will be supported at a coefficient of 5.0 (equivalent to VND 2.5 million per month), while those aged four and older will receive a coefficient of 4.0 (VND 2 million per month). They will also receive additional support for daily necessities at a coefficient of 1.4 or 2.2, depending on their age and educational or vocational training level.

Trương Tuấn Anh, Deputy Director of the SOS Children’s Village Điện Biên Phủ, said: “The village has long benefited from the attention of the SOS Children’s Villages International, the SOS Childre’s Villages Vietnam, and local authorities. Under Resolution No.342/2014/NQ-HDND, support covered only 45% of the base salary for children under 12 and 35% for those 12 and older. That helped, but with rising living costs, it became insufficient. Resolution No.10 raises the allowance nearly fourfold, which is not only financial aid but also a major boost that allows us to better care for and educate the children, ensuring they develop both physically and emotionally.”
Currently, the village is also supporting 53 youths enrolled in universities, colleges, and vocational schools. As international funding has been significantly reduced in recent years, rising living and education expenses have forced the caregivers, known as “mothers” and “aunts”, to manage extremely tight budgets.

Lò Thị Tím, one of the SOS mothers, shared: “Most of our children are from Hmông or Thái ethnic groups, and their backgrounds are truly heartbreaking. Previously, the limited support meant we had to save every penny. Now, thanks to the province’s timely assistance through the new resolution, we can better care for the kids-from meals and sleep to education, play, and their overall well-being.”
Resolution No.10 is more than a financial measure; it reflects compassion and provincial commitment to ensuring that all children, including those without families, have access to basic needs, education, and opportunities through to age 25, the typical age for completing university. The fact that the funding comes entirely from the provincial budget demonstrates Điện Biên’s willingness to partner with social organizations to care for future generations, particularly those lacking family support and secure living conditions.

With the SOS Children’s Villages International planning to cut all financial aid to the Điện Biên Phủ village starting in July 2027, Resolution No.10 serves as a “lifeline” for the difficult transition ahead. It not only secures funding but also provides morale for staff, mothers, and aunts dedicated to raising these children. Those who have already endured loss and hardship can continue to grow up in a stable, caring environment.
“As international support decreases sharply, we would not be able to sustain operations, especially education, without the province’s timely intervention. The guaranteed funding under Resolution No.10 will help the village overcome this challenging period and continue nurturing the children toward a brighter future”, emphasized Deputy Director Trương Tuấn Anh.
The province’s proactive and compassionate action ensures that Resolution No.10 becomes a strong pillar for the SOS Children’s Village Điện Biên Phủ in the years ahead, helping vulnerable children move beyond hardship, mature with confidence, and eventually contribute as responsible, active members of society.
