The entire province currently records 212 cases of Agent Orange/dioxin exposure, comprising 166 resistance war veterans and 46 of their direct offspring. Most endure chronic illnesses, declining health, and severe daily hardships.
To provide timely support, the province has strengthened directives to implement state welfare policies, actively guiding victims through application procedures for official recognition and ensuring the full, prompt disbursement of monthly allowances. Annually, 100% of victims receive health insurance cards alongside gifts and visits during holidays, Tet, and War Invalids and Martyrs Day on July 27.
Alongside state policies, the provincial Association of Agent Orange/Dioxin Victims and Protection of People with Disabilities has actively mobilized resources from enterprises, organizations, and benefactors. Over the past five years, the Association raised over VND 1.4 billion to fund sick visits, gift distributions, wheelchair donations, and support for families facing severe hardship or critical illnesses. Marking the 65th anniversary of the Agent Orange catastrophe in Việt Nam (August 10, 1961 - 2026), meaningful gatherings and gift-giving events were held for its members.
Addressing housing challenges, the Association mobilized funds in partnership with various agencies to repair and build charitable houses. Over the past five years, five homes were repaired or newly constructed for disadvantaged victims at a total cost of nearly VND 150 million. The Association also organizes annual rehabilitation and healthcare retreats at the provincial Employment - Devotees Center.
Having fought on the Southern battlefields, Nguyễn Văn Thắng, residing in Phạm Văn Đồng residential group, Điện Biên Phủ ward, only discovered his exposure to Agent Orange/dioxin upon returning to civilian life. The toxic chemicals caused severe health deterioration, leaving him with peripheral neuropathy, diabetes, high blood pressure, weakened limbs requiring a walking cane, and a need for daily personal assistance. Nguyễn Văn Thắng shared that beyond his monthly state allowance of over VND 3.5 million, he regularly receives visits and encouragement from local authorities and the provincial Association of Agent Orange/dioxin Victims and Protection of People with Disabilities. During the recent July 27 commemoration, leaders from the province, ward, and various organizations presented him with gifts, offering timely comfort and motivation to endure his illness and stabilize his life.
These practical, meaningful initiatives highlight the shared commitment of all levels, sectors, organizations, and individuals in easing the burden of Agent Orange. Building upon these achievements, sustained cooperation and broader community support will continue to mobilize essential resources, helping victims alleviate difficulties and find the strength to thrive.
