Bringing investors on field surveys of real opportunities
On May 11, 2026, Điện Biên province held its 2026 Investment Promotion Conference under the theme “Điện Biên - A Strategic Destination for Investment,” attracting numerous domestic and foreign enterprises and investors.
Ahead of the conference, the province organized three on-site field survey delegations focusing on core comparative advantages: agriculture; tourism; and urban infrastructure alongside industrial parks and clusters. Rather than merely presenting potential on paper, investors conducted direct inspections of raw material supply basins, land banks, infrastructure, tourist sites, and prospective project locations. Issues concerning land, infrastructure, human resources, raw materials, and markets were addressed on site.
In agriculture, Điện Biên focuses on commodity production, establishing concentrated raw material areas, and linking cultivation with processing and markets - with coffee and macadamia identified as high-potential sectors. Evaluating this direction, Ngô Minh Hải, Chairman of the Board of Directors of TH Group, remarked: “We highly appreciate Điện Biên province’s orientation in developing macadamia into a core agricultural sector driven by green, smart, and sustainable practices. Điện Biên possesses distinctive natural conditions, suitable land resources, and immense headroom for developing concentrated raw material basins tied to processing.”
In tourism, the province focuses on leveraging historical, cultural, scenic, and ethnic identity values to create new products, extend tourist stays, and raise visitor spending. For construction and industry, Điện Biên introduced available land banks, infrastructure, and room for expanding industrial parks and clusters, establishing clean sites to attract manufacturing and processing projects.
Through direct field surveys, enterprises and investors gained solid baselines to evaluate opportunities, while provincial authorities understood investor requirements better to refine infrastructure, policies, and support mechanisms. This approach demonstrates that investment promotion in Điện Biên is transitioning from merely introducing potential to actively aligning local strengths with business needs and capabilities.
Tangible results were delivered at the conference: the province awarded 12 investor approval decisions and investment registration certificates to 11 investors, representing total capital exceeding VND 48,320 billion. Concurrently, 22 investment memorandums of understanding and cooperation agreements were signed, with committed value surpassing VND 209,370 billion. Notably, as part of the event, Điện Biên joined investors in breaking ground on two large-scale projects: the New Urban Area, Resort Tourism, and Sports Services Project in the northwest of Điện Biên Phủ ward invested by Vingroup, and the Cable Car Complex combined with Cultural and Historical Tourism in Điện Biên Phủ invested by Sun Group.
Vingroup is one of the strategic investors in Điện Biên province. The corporation is executing a comprehensive infrastructure complex across 228 hectares with a total investment of VND 23,660 billion, developing synchronized urban zones, resorts, and sports facilities that will provide a modern appearance to the northwest area of Điện Biên Phủ ward.
Lê Khắc Hiệp, Vice Chairman of Vingroup, stated: “The project marks the initial step in the Group’s investment strategy in Điện Biên. Alongside infrastructure projects, the Group directs keen interest toward energy, particularly renewable energy - an investment pathway expected to unlock further growth headroom for the locality.”
From these newly launched projects, it is evident that investment opportunities in Điện Biên are diversifying, generating fresh momentum for provincial socioeconomic development.
Turning pledges into concrete deeds
While figures on investment capital and signed MoUs stood out at the conference, for Điện Biên, investment promotion efficiency is measured by the capacity to convert commitments into operational projects, channeling capital into the real economy and generating tangible value for the locality. This spirit was underscored by Provincial Party Secretary Trần Tiến Dũng through the province’s six commitments to investors.
Foremost is the principle of “matching words with deeds; commitments must be implemented through to the end with tangible results.” The province commits to operating the “green lane” mechanism effectively, shortening administrative processing times, eliminating the bottleneck of “smooth policies above, gridlock below,” and resolutely dealing with instances of evasion, passing of responsibility, or administrative harassment.
This commitment directly aligns with Resolution No.14 of the provincial Party Executive Committee on administrative reform, improving the business climate, and enhancing provincial competitiveness for the 2026-2030 period. Targets to cut administrative processing times by at least 50%, simplify procedural workflows, and implement the “green lane” for focal projects are being enforced with clear standards of accountability and execution timelines.
The province commits to promulgating specific support policies for private sector development, smart agriculture, cultural heritage tourism, and innovation, alongside direct assistance for investors developing industrial parks and cluster infrastructure. These represent sectors capable of generating new growth engines that match the comparative advantages Điện Biên is introducing to investors.
Another notable commitment is the readiness to pilot emerging economic models and controlled testing environments (Sandboxes) - such as the low-altitude economy, science and technology initiatives, and innovation projects. This demonstrates that Điện Biên seeks not only traditional projects, but is actively expanding space for new economic models, advanced technologies, and innovative business methods.
Regarding infrastructure, the province commits to accelerating connectivity with major hubs, particularly the Điện Biên - Sơn La - Hà Nội Expressway, and synchronizing transport links along the province’s East-West economic corridor tied to Zero Milestone where Laos, Việt Nam, and China meet, combined with upgrading bilateral and international border gates. This represents more than transportation infrastructure; it expands economic space, enhances market connectivity, and creates conditions for advantages in agriculture, tourism, border trade, and processing industries to flourish.
The final commitment and decisive requirement is to execute investment agreements strictly and substantively; proactively identify and resolve bottlenecks for businesses; and develop and attract high-caliber human resources to serve investment projects.
These six commitments are not isolated promises made for an investment conference. They concretize the political determination of the provincial Party Committee to reform leadership and governance methods, using the operational success of enterprises and projects as the definitive gauge of administrative reform quality. A consistent message is established: guidelines must translate into action; accountability must yield results.
While investment promotion was previously regarded mainly as showcasing abstract potential, the province now pursues a complete cycle: preparing the investment climate, identifying investors, conducting field surveys, supporting procedures, partnering during execution, resolving bottlenecks, and assessing project efficacy. The leadership role of Party committees moves beyond issuing guidelines to selecting the right issues to resolve, assigning explicit responsibilities, and driving the entire political apparatus into coordinated action.
Permanent Vice Chairman of the provincial People’s Committee Lò Văn Cương stated: “Following the conference, the province continues to review every project and commitment, actively tracking difficulties to resolve them promptly. The guiding principle is partnering with enterprises throughout project implementation. Responsibilities belonging to the province must be tackled decisively; in turn, investors must uphold their pledges, ensuring project progress, quality, and effectiveness.”
Through the 2026 Investment Promotion Conference, Điện Biên demonstrates an innovated approach: transitioning from “soliciting” to “enabling,” from presenting raw potential to creating tangible opportunities, and from paper pledges to concrete action. Groundbreaking two major projects, awarding decisions for tens of thousands of billions of VND in capital, and signing memorandums for hundreds of thousands of billions of VND are positive indicators. Yet the final benchmark remains operational projects, completed facilities, emerging production zones, and new value generated for the economy.
Ahead of Điện Biên lies the task of converting current commitments into operational realities through a partnering government that decisively clears bottlenecks and creates the conditions for capital to be absorbed and generate sustainable returns.
