Electronic information sector sees growth amidst strengthened oversight

ĐBP - The Ministry of Information and Communications held an online conference on 28 November to review electronic information (EI) activities in 2024 and outline directions for 2025.

Over the past year, Việt Nam has licensed 80 electronic information (EI) websites and 40 social networking platforms.
As of 15 November, a total of 1,056 licences had been issued for social network establishments.

Notably, the Ministry has maintained its policy of not granting new licences for aggregate EI websites to press agencies.

Social media usage continues to flourish, with Vietnamese users holding approximately 110 million accounts on domestic platforms and 203 million on international platforms. Among domestic platforms, Zalo leads in registered accounts, surpassing three major cross-border platforms.

In 2024, the Ministry and local Departments of Information and Communications inspected and addressed issues with 236 electronic information websites, aggregate EI websites, social networking platforms, and individual social media accounts. Of these, 46 violations resulted in fines amounting to over VNĐ1 billion (US$39,410).

Domestic game developers and publishers have made significant progress in recent years by forming alliances to bolster the country's gaming industry. In collaboration with state agencies, they have devised strategies to manage and promote online gaming from 2025 to 2030.

A major highlight was the successful second Vietnam Gameverse 2024 exhibition, which attracted more than 40,000 attendees and over 60 organisations and businesses.

The Ministry and local authorities also targeted unlawful gaming activities, reviewing 45 organisations and individuals and issuing penalties in 10 cases. These efforts have effectively reduced illegal games, gambling, and other violations, fostering fair competition for legitimate operators.

The Ministry has adopted a mix of strict and flexible measures to address violations by cross-border platforms. These include requiring the removal of content that contravenes Vietnamese laws and intensifying the management of online advertising to ensure compliance.

One of the year's key achievements was the Government’s issuance of Decree No. 147/2024/NĐ-CP on 9 November 2024, based on recommendations from the Ministry.
Effective from 25 December 2024, the decree governs the management, provision, and use of Internet services and online information, replacing previous decrees.

During the conference, representatives from the Department of Broadcasting, Television, and Electronic Information detailed the decree’s provisions.
The decree applies to domestic and international organisations and individuals involved in Internet services and online information, addressing practical challenges that have emerged over the past decade. The updated regulations reflect advancements in digital technology, content, and services, positioning Việt Nam for deeper integration into the digital era.
