From the beginning of 2025, the Standing Committee of the Điện Biên Đông District Party Committee and the District Steering Committee for the Temporary House Elimination Program quickly took action, issuing clear regulations and immediately starting the implementation of specific plans. With determination and unity, the district has mobilized and allocated a total of VND 27.777 billion from various sources. The district also issued detailed guidelines on 3 types of model houses that strictly adhere to the “3 solid” criteria (solid foundation, solid frame, solid roof) to ensure consistency and quality across the district. After a review, the district found that 535 households in Điện Biên Đông needed assistance, with 484 new houses to be built and 51 to be repaired. As of now, the district has completed 186 houses, including 173 newly built houses and 13 repaired ones.
From the provincial “Fund for the Poor,” Điện Biên Đông district has completed 73 of the 80 houses. What is even more remarkable is the collective effort from the families themselves, with an additional contribution of VND 2.63 billion and thousands of days of labor worth VND 1.256 billion from the local community. Mùa A Lử, Chairman of the Fatherland Front Committee of Keo Lôm commune, shared: “When the district had the initiative, our commune quickly organized meetings to review the circumstances of each household. The commune’s Front and other organizations visited each house, listened to the people’s wishes, and mobilized the community spirit to support labor and materials. We made sure to publicly disclose all the support funds to ensure that they went to the right people and avoid corruption. This has made the house construction process smooth and the people are very happy, trusting in the leadership of the Party and State.”

In urban centers like Điện Biên Đông township, where many families benefit from this program, the leadership and implementation have also been systematic and resolute. Lò Văn Thư, Chairman of the People’s Committee of Điện Biên Đông township, shared: “In the town, we identified this as a key task that requires the active involvement of the entire political system. Starting from February 2025, the town Party Committee issued Decision No.87-QD/DU to establish a Steering Committee. We held many meetings to spread the policies and principles to every neighborhood, publicly reviewed and assessed the poor and near-poor households for support. The information and propaganda work were closely coordinated with the Front and other mass organizations to spread the message widely. Importantly, we worked with the Social Policy Bank branch of the district to review and guide eligible households to access preferential loans from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. At the same time, we focused on mobilizing the community’s strength, from family members to neighbors, to support labor. This cooperation is crucial for the timely completion of new houses and bringing great joy to the people.”
Lò Văn Yết’s family in Điện Biên Đông township, a poor household with both parents suffering from serious illnesses, lived in a dilapidated house. After receiving VND 60 million in support, combined with the family’s savings and loans of VND 70 million, their new solid house was completed after more than a month of construction (from April 10 to May 20). Yết shared: “Before, whenever it rained, we were always afraid as the house leaked, and the walls were makeshift. Now, with the new house, I can’t express how happy I am! Thanks to the Party, State, and the community for helping our family have a solid roof like this. Now, my wife and I will try our best to improve our lives and take care of our health, without worrying about our home anymore.”

The joy of having a stable home also reached Ly A Vả’s family in Huổi Múa A village, Keo Lôm commune. Their old house has been replaced by a solid wooden house with a tin roof, measuring 5m by 10m. With VND 60 million from the government and an additional VND 80 million from the family’s savings and loans, Vả’s dream of a solid home was realized. He shared: “Now that we have a home, life will be easier. Our family will focus on developing our economy and striving to escape poverty.”
The program to eliminate temporary and dilapidated houses in Điện Biên Đông district is not only about giving new homes but also about providing motivation for the people to focus on labor, production, and economic development, gradually escaping poverty. Another notable point is that many households have realized the importance of combining new house construction with relocating livestock sheds away from the house’s foundation, improving the overall living environment and contributing to building a civilized lifestyle.

However, the road ahead remains challenging for Điện Biên Đông. The poverty rate remains high, and some residents’ contribution capabilities are still limited... These are difficulties that need further solutions. With unwavering determination, the district aims to complete the remaining 349 houses, including 18 for policy beneficiaries, 77 under the National Target Program for poverty reduction, and 254 in the general temporary housing program. With the highest commitment, the involvement of the entire political system, and the support of society, Điện Biên Đông district believes it will successfully complete the program to eliminate temporary and dilapidated houses by 2025, fully realizing the principle “Join hands for the poor - no one left behind.” Each new house built is not just brick and mortar but a foundation for dreams, a symbol of hope, and a better life in Điện Biên Đông.
