Recognizing this importance, Điện Biên province has in recent years implemented numerous solutions to enhance the quality of its workforce, especially in science, technology, innovation, and digital transformation. Local departments and sectors have prioritized building and developing a team of qualified officials, civil servants, and public employees. Training efforts have been closely linked with personnel planning and job placement. Most officials and employees now meet basic IT competency standards and are gradually applying science, technology, and digital tools to their work.
The Department of Education and Training has been a pioneer in digital transformation with various initiatives to popularize technology and replicate innovative models in professional activities. At the beginning of 2025, the department partnered with the organization STEAM for Vietnam to implement an AI training program for teachers across the province.
The goal was to provide AI education to 100% of teachers, with priority given to school administrators and core educators. This included training for 1,200 administrators and 102 core teachers. As of now, all 14,000 teachers in the province have completed the AI course. Following the training, over 35,700 teacher projects were completed, including five outstanding ones developed by teachers from particularly disadvantaged areas such as Mường Nhé, Tủa Chùa, and Mường Ảng.

According to the Department of Education and Training’s leadership, the training plan was implemented from March to October 2025 and included both online and in-person formats. It also featured international workshops, professional development sessions, and community-building efforts for AI-integrating teachers. Intensive training courses were offered for education administrators, principals, and core teachers to cultivate pioneering forces in AI application and dissemination throughout the province. These efforts are positioning Điện Biên as a strong contender in educational digital transformation, asserting leadership among other provinces nationwide.
Currently, the province is actively working with FPT Corporation to establish the FPT Education Complex and an FPT University branch in Điện Biên. This initiative will offer education and research programs in information technology, digital transformation, and modern engineering, contributing to the development of a workforce aligned with the province’s socio-economic goals.
In addition, the Provincial People’s Committee has signed a cooperation agreement with the Hanoi University of Science and Technology for the 2025-2030 period, covering three key areas: AI development and application in healthcare, education, agriculture, natural resources, and tourism; research and transfer of advanced technologies and innovation in agriculture, forestry, environmental monitoring, and disaster warning; and training and development of human resources in management, science and technology, education, innovation, and digital transformation.
The province has also signed cooperation agreements with major tech corporations such as VNPT, Viettel, and FPT to support digital transformation.
Beyond training, the province has adapted central policies and strategies to local conditions, creating a legal framework and clear direction for attracting, training, and utilizing digital talent. It is currently reviewing and implementing plans to place qualified science and technology professionals in leadership roles across state agencies and departments.
Priority is given to individuals with research experience and those capable of carrying out scientific and technological tasks. These individuals are encouraged to apply for or be directly assigned suitable research missions. Their expertise is further utilized through participation in provincial and local scientific advisory councils, contributing to improved evaluation and implementation of science, technology, and innovation activities.
Between 2020 and 2024, 14 out of 25 provincial-level research tasks were led by local departments with participation from over 140 officials and public employees. More than 400 experienced researchers participated in advisory councils as members.
