Turning heritage into driving force for development

ĐBP - From a land rich in historical traditions and unique cultural identity, Điện Biên province is gradually “awakening” the potential of its cultural industry, transforming heritage into assets and creating new momentum for socio-economic development. Though the journey ahead still holds many challenges, the initial results confirm a promising and well-chosen path.

Implementing the Prime Minister’s Decision No.1755/QĐ-TTg on the strategy for developing Vietnam’s cultural industries, Điện Biên has issued Plan No.1324/KH-UBND along with numerous programs related to culture, cultural diplomacy, tourism branding, and developing tourism into a spearhead economic sector. This has created an essential legal framework providing clear and consistent direction for various sectors and localities.

Looking back, Điện Biên has shown remarkable progress in the cultural industry, with tourism emerging as a highlight. In 2023, the province welcomed over 1 million visitors for the first time, including more than 8,700 international tourists. Total revenue from tourism exceeded VND 1,750 billion, with visitors staying an average of 2.6 days. In the first half of 2025 alone, Điện Biên received 824,900 visitors (including 7,300 international tourists), generating VND 1,492.1 billion in revenue. The average length of stay rose to 3 days.

Though still facing difficulties, the province’s film sector has made strides compared to previous years, with 20 documentaries produced, hundreds of screenings serving political tasks, and more than 8,200 mobile screenings reaching remote villages. Điện Biên’s landscapes and cultural spaces have become natural “film sets” for major film crews, especially during the anniversaries of the Điện Biên Phủ Victory, helping to promote the province’s image nationwide. Performing arts have also flourished, with 38 cultural music and dance programs by the provincial Ethnic Art Troupe attracting over 1.3 million viewers. Many performances were held in highland and border areas, both meeting the public’s cultural needs and preserving traditional art forms.

In recent years, Điện Biên has stepped up its use of information technology in managing and promoting culture and tourism. The province’s official tourism website and social media channels have become “windows” connecting Điện Biên with the world. The digitization of relics and museum artifacts, such as those in the Provincial Museum and the Điện Biên Phủ Victory Museum, marks an important step in preserving and showcasing cultural values. Internationally, Điện Biên’s art troupes and cultural agencies have engaged in exchanges and cooperation in Laos, China, the Republic of Korea, and beyond, strengthening friendship and opening new investment opportunities.

However, behind these impressive figures lie challenges. The greatest obstacle is limited resources. As an economically disadvantaged province heavily dependent on central budget support, Điện Biên struggles to fund large-scale tourism infrastructure projects and promotional campaigns. Other bottlenecks include incomplete infrastructure, fragmented international marketing, and the lack of highly skilled human resources, particularly those with foreign language proficiency, affecting service quality and global integration. Weak linkages between production and consumption further disrupt the cultural value chain, preventing synergy.

Fully aware of these challenges, Điện Biên has mapped out a bold roadmap to turn them into opportunities. The province is intensifying communications to embed cultural industry development into societal awareness, while mobilizing greater participation from businesses and communities. It is selectively investing in key tourism infrastructure, supporting craft villages, and introducing preferential policies on tax, capital, and land to foster creative enterprises. Intensive training in management, arts, tourism, and foreign languages is planned to build a high-quality workforce capable of competing globally. Innovation and technology are also considered “keys” to development, with Điện Biên focusing on digital applications in production, preservation, and promotion; expanding online cultural and tourism services; and developing signature products like the Hoa Ban Festival and the Swallow Tail Boat Racing Festival into international brands. The province also seeks stronger support from the central government for infrastructure investment and talent attraction.

With its wealth of cultural, historical, and natural heritage, along with clear policy orientations, Điện Biên is steadily building its cultural industry into a pillar of socio-economic growth. The path ahead is not without obstacles, but the achievements so far inspire confidence that Điện Biên’s cultural industry will rise strongly, bringing the heroic land closer to friends at home and abroad.
