It was also a year marked by numerous significant political events and activities, particularly the 70th anniversary of the Điện Biên Phủ Victory and the 2024 National Tourism Year - Điện Biên. With sound policies and solutions, coupled with strong determination from the provincial Party Committee, People’s Council, and People’s Committee, as well as the solidarity and concerted efforts of the entire political system and all social strata, many targets and tasks across various sectors were achieved and even exceeded the set plans.
Achieving remarkable and significant results in Party building and rectification in 2024, the Standing Board of the provincial Party Committee focused on leading Party committees and organizations at all levels in effectively disseminating and implementing the Party’s resolutions and directives. The emphasis was placed on developing programs and plans to implement the resolutions and conclusions of the 9th and 10th Plenums of the 13th Party Central Committee, as well as directives, resolutions, and conclusions of the Party Central Committee, the Politburo, and the Secretariat, tailored to specific conditions of each locality, agency, and unit. Over the past year, the provincial Party Committee and the Standing Board of the provincial Party Committee issued 2 action programs, 4 directives, 16 regulations, 9 rules, 55 plans, and thousands of other documents to lead and direct the resolution of key and comprehensive issues across various fields, ensuring the set objectives, requirements, and timelines.
In directing and implementing ideological and political work in a timely manner, Party committees and organizations at all levels in the province proactively grasped the situation and thoughts of cadres, Party members, and the people; focused on improving the quality and effectiveness of political, ideological, and ethical education for cadres and Party members. The resolutions, directives, and new conclusions of the Party Central Committee, the Politburo, and the Secretariat, along with those of the Standing Board of the provincial Party Committee, were thoroughly studied, disseminated, and effectively implemented.
The movement “Studying and following President Ho Chi Minh's thoughts, morals, and lifestyle” continued to be carried out in conjunction with the implementation of the Party’s 11th and 12th Congress Resolutions and Conclusion No.21-KL/TW of the 13th tenure on Party and political system building and rectification. Efforts were also made to promote the award for literary, artistic, and journalistic works on the theme “Studying and following President Ho Chi Minh's thoughts, morals, and lifestyle” for the 2023-2025 period. Additionally, the fourth political commentary contest on protecting the Party’s ideological foundation was launched in 2024 across the province.
Regarding the Party building and organization work, Party committees and organizations at all levels in the province thoroughly grasped, implemented, and concretized conclusions, regulations, and guidelines of the Central Party Committee in accordance with local reality. The review and summary of the implementation of regulations and guidelines on Party organization and building work were conducted in a timely manner, ensuring progress and content as required. Efforts were made to urgently and decisively streamline the organizational apparatus and reduce staff while restructuring the ranks of cadres, civil servants, and public employees to enhance the effectiveness of the political system. The review, supplementation, and development of new planning for key positions at Party organizations and authorities for the 2020-2025, 2021-2026, 2025-2030, and 2026-2031 terms were completed, ensuring the right subjects, criteria, and standards. The leadership and direction of self-criticism, evaluation, and classification of collectives and individuals within the political system were rolled out in accordance with the regulations of the Politburo. Additionally, the work of internal political protection was strengthened, with strict, thorough, and careful implementation of the review, verification, and conclusion of political standards for cadres to serve personnel work.
The work of administrative apparatus and personnel was carried out fairly, objectively, and rigorously, ensuring principles, consistency, and connectivity across levels, agencies, and organizations within the political system. There was a close link between personnel rotation and planning, training, and developing processes. Since the beginning of the term, nearly 450 officials have been transferred or rotated across the province. Specifically, over 70 officials under the management of the Standing Board of the provincial Party Committee were rotated or reassigned. Implementing the policy of appointing key leaders who are not local to their area of governance, all 10 out of 10 district-level Party secretaries and chairpersons of district-level People’s Committees in the province are non-local. The evaluation and classification of Party organizations and Party members were given due attention. In 2024, 2,500 new Party members were admitted, accounting for over 5% of the total Party membership in the province, achieving 100% of the resolution’s target.
Under the 2024 inspection and supervision program of the provincial Party Committee, the Standing Board of the provincial Party Committee established 8 inspection teams and 8 supervision teams to carry out inspections and supervision of 28 Party organizations and 11 Party members, as per regulations. The focus was on areas, locations, and positions prone to corruption, negative phenomena, and violations, as well as emerging difficulties and inadequacies. The Standing Board of the provincial Party Committee issued a plan to implement Regulation No.131-QĐ/TW, dated October 27, 2023, of the Politburo on power control and the prevention and fight against corruption and negative phenomena in Party inspection, supervision, discipline enforcement, and auditing activities. Additionally, joint regulations between the provincial Party Committee’s Inspection Committee and three Party organizations were issued to enhance the effectiveness of inspection, supervision, and discipline within the Party.
At the same time, mass mobilization efforts continued to be renewed. Party committees and organizations at all levels in the province demonstrated creativity in mobilizing and uniting the people in alignment with their assigned tasks. State agencies focused on improving the quality of public service implementation among cadres and civil servants. The pilot model of a “Friendly governance” was launched in 11 locations across all localities in the province, while the “Clever mass mobilization” emulation movement achieved practical results. These efforts helped raise awareness and responsibility among Party committees, authorities, officials, Party members, and the people regarding mass mobilization in the current context. The provincial Party Committee and the Standing Board of the provincial Party Committee provided leadership and direction to the Vietnam Fatherland Front Committee of the province and socio-political organizations at all levels to enhance the quality and effectiveness of mass mobilization work. They focused on renewing content and operational methods, promptly grasping the public’s situations, promoting democracy, actively participating in supervision and social criticism, and contributing to Party and government building. Efforts were also made to disseminate and implement plans for celebrating the 70th anniversary of the Điện Biên Phủ Victory. Meanwhile, the provincial Party Committee and the Standing Board of the provincial Party Committee closely monitored the situation regarding the Congress of the Vietnam Fatherland Front Committee of the province and congresses of associations and unions for the 2024-2029 term. Public communication and mobilization efforts were intensified to encourage people to follow the Party’s guidelines, comply with the State’s laws and policies, engage in labor and production emulation movements, participate in consolidating political system at grassroots level, and maintain political security, social order, and safety.
Regarding internal affairs, judicial reform, and the fight against corruption, wastefulness and negative phenomena, the Provincial Party Standing Committee focused on effectively implementing Program No. 157-CTr/TU, dated January 11, 2024, on internal affairs and anti-corruption efforts for 2024. The committee directed the review and summary of Politburo and Secretariat directives, conclusions, and regulations following central-level instructions. A five-year review was conducted on the implementation of coordination regulations between the Provincial Party Internal Affairs Committee and the Party Committees of the People's Court, People's Procuracy, and district, town, and city-level Party Committees in the fields of internal affairs, anti-corruption, and judicial reform. Inspections were conducted on leadership, direction, and the implementation of coordination mechanisms to detect and handle corruption, wastefulness, and negative phenomena through inspections, audits, investigations, prosecutions, trials, and law enforcement.
In 2024, two thematic supervision programs were conducted for two Party organizations and one Party member, alongside one supervision program on the leadership and direction of implementing conclusions from socio-economic inspections and the recommendations of the State Audit Office in the province. The Standing Board of the provincial Party Committee led and directed the provincial Steering Committee on Anti-Corruption and Negative Phenomena in developing and effectively implementing its 2024 work program, conducting 6 inspections and supervisions of 6 Party organizations. The 10-year review of the implementation of Directive No.35-CT/TW, dated May 26, 2014, of the Politburo on strengthening Party leadership in citizen reception and resolution of complaints and denunciations was also carried out. The Standing Board of the provincial Party Committee instructed Party committees, affiliated Party organizations, and relevant agencies at all level to conduct regular and ad hoc citizen receptions and handle petitions and complaints in compliance with regulations, ensuring no backlog or prolonged disputes.
The leadership and directive activities, along with the achieved results, have played a crucial role in maintaining political security, social order and safety, ensuring national defense and security, and safeguarding the national border sovereignty. The economy continues to develop, social welfare remains a priority, and efforts to strengthen the Party and the political system comprehensively have been effective, enhancing public confidence in the Party, the State, and the national renewal process.
The year 2025 marks the final year of implementing resolutions of Party congresses at all levels, the resolution of the 14th provincial Party Congress, and the 2021-2025 five-year socio-economic development plan. It is also the year of Party congresses at all levels, culminating in the 15th provincial Party Congress and moving toward the 14th National Party Congress. In preparation for this significant political event, the provincial Party Committee and the Standing Board of the provincial Party Committee have directed the concretization and strict implementation of Directive No.35-CT/TW, dated June 14, 2024, of the Politburo on Party congresses at all levels leading up to the 14th National Party Congress. Five sub-committees have been established to prepare and organize the 15th provincial Party Congress for the 2025-2030 term. These sub-committees regularly hold periodic and ad hoc meetings to monitor the implementation of tasks according to their operational regulations and to provide timely guidance for addressing challenges and obstacles encountered during the process.
In the coming period, the provincial Party Committee and the Standing Board of the provincial Party Committee will continue to lead departments and localities in successfully achieving the goals and targets set by the resolution of the 14th provincial Party Congress. They will effectively implement the resolutions and conclusions of the 13th Party Central Committee regarding the Party building and organization work. Policies and regulations issued by the Politburo and the Party Secretariat will be promptly disseminated, implemented, and tailored to practical conditions of each locality and unit. The reorganization and consolidation of administrative structures and the political system within the province will be carried out in accordance with directives and guidance of the Party Central Committee, the Government, and the National Assembly. The personnel appointment process will be strictly adhered to, ensuring transparency and compliance with regulations. Efforts will be made to prepare personnel for the upcoming Party congresses at all levels, the 15th provincial Party Congress for the 2025-2030 term, as well as the elections for the National Assembly and People’s Councils at all levels for the 2026-2031 term. The planning and selection of leadership and management personnel for the 2020-2025, 2021-2026, 2025-2030, and 2026-2031 terms will be continuously reviewed and updated. The provincial Party Committee and the Standing Board of the provincial Party Committee will provide leadership and guidance to ensure the successful organization of Party congresses at all levels for the 2025-2030 term across the province while also ensuring timely and comprehensive policy implementation for officials who do not meet the age requirements for reappointment, in accordance with regulations.
In order to successfully achieve the set objectives and tasks, solidarity and consensus across the entire political system and among all social strata in the province are essential. In particular, it is crucial to uphold exemplary spirit and sense of responsibility of each cadre, Party member, and leader in fulfilling their assigned duties. Overcoming difficulties, seizing opportunities, and addressing challenges will be key to striving toward building a clean and strong Điện Biên Provincial Party Committee.
