Seconded officials as bridge for more effective two-tier governance
ĐBP - Greater initiative among grassroots-level officials in handling tasks, more timely implementation of duties, and faster responses to citizens’ feedback and petitions are among the clear improvements seen after nine months of operating the two-tier local government model. Contributing significantly to these results is a team of seconded officials from provincial departments and agencies assigned to support communes and wards under decisions by the provincial People’s Committee.
