Nậm Nèn commune (new) was established by merging Nậm Nèn and Huổi Mí communes. After the merger, the political-administrative center is located in Nậm Nèn commune, which covers 18 villages with a population of 8,272. Currently, the main challenge for Nậm Nèn is the lack of sufficient public housing to accommodate 66 staff members for centralized work. In the short term, the commune has arranged working spaces at the old Nậm Nèn commune office, the Nậm Nèn 2 preschool, and the Nậm Nèn 2 cultural house. It has also arranged accommodations for the commune’s staff at the Huổi Thẩu Đeng preschool and the Huổi Thẩu Đeng cultural house.
Pa Ham commune (new) was established by merging Pa Ham and Hừa Ngài communes. After the merger, the commune covers an area of 103,584.29 hectares, with 15 villages, 1,538 households, and a population of 8,928. Currently, the commune faces difficulties in terms of infrastructure, equipment, public housing, and staff housing.

Secretary Trần Quốc Cường acknowledged and highly appreciated the proactive and responsible spirit of Mường Chà district, Nậm Nèn, and Pa Ham communes in preparing both infrastructure and organizational setup for the operation of the new model. He emphasized that the arrangement of office spaces, vehicles, and working conditions of the post-merger local government should be done scientifically, maximizing the efficiency of the existing infrastructure, while creating a conducive working environment for the staff and ensuring good service to the organizations, people, and businesses.
The Secretary requested that the Party Committees the two communes should strictly implement the province’s requirements and guidance documents from the provincial Party Committee, People’s Council, and People’s Committee; review and arrange staff, and prepare activities for the Party Committee and organs of the communes. The arrangement of infrastructure, educational and healthcare equipment should ensure no disruption in the operation of schools and healthcare services.

At the same time, the inauguration ceremony for the new commune should be held with dignity and meaning, following the province’s general plan. Commune leadership should closely monitor the need for public housing, pay attention to the living conditions and essential needs of staff; and coordinate with related units to urgently survey and build temporary public housing. The provincial Project Management Board Area 4 is requested to urgently develop a plan and build temporary public housing, with a focus on repairing and upgrading schools and healthcare stations.
During the trip, Secretary Trần Quốc Cường visited the Can Hồ High Tea Processing Factory in Sa Lông commune.
