Điện Biên reviews the trial operation of new commune- and ward-level governance system

ĐBP - On the afternoon of June 26, Trần Quốc Cường, Secretary of the Điện Biên provincial Party Committee and Head of the Steering Committee for the Restructuring and Organization of Two-Tier Administrative Units in the province, chaired a online conference to review the trial operation of the political system at the newly merged communes and wards.

The meeting was attended by the Working Group No.2106 from the Politburo, the Standing Board of the provincial Party Committee, leaders of the provincial People’s Committee, and representatives from provincial departments and sectors.

As part of the trial operation of the commune-level administration after the dissolution of the district-level administrative units and the implementation of the two-tier governance model, Điện Biên chose 8 communes and wards to test the new governance system. Additionally, the provincial government directed the People’s Committees of districts, town, and city to conduct trial operations in other communes and wards based on actual conditions. The trial operation focused on three key activities: the first session of the newly elected People’s Council at the commune level, the session of the commune-level People’s Committee, and the operation of the Public Administrative Service Center.

Currently, 18 out of 45 communes and wards have conducted trial operations, including: Điện Biên Phủ ward, Mường Thanh ward, and the communes of Thanh Nưa, Thanh An, Thanh Yên, Sam Mứn, Núa Ngam, Mường Nhà, Mường Phăng, Na Sang, Mường Pồn, Nà Tấu, Mường Ảng, Tuần Giáo, Tủa Chùa, Xa Dung, Pu Nhi, and Mường Nhé. Most of the trial operations were carried out smoothly, with communes and wards actively addressing challenges related to physical infrastructure and equipment, ensuring that these adjustments did not affect essential operations, especially the resolution of administrative procedures affecting local residents and businesses. However, some limitations and issues were observed, such as the lack of uniformity in infrastructure, equipment, and software configurations, which caused difficulties in data sharing and connectivity.

Based on the trial operation, the new communes have made several suggestions and requests, including that the provincial government continues to invest in the physical infrastructure, equipment, network connectivity, and software applications for the Public Administrative Service Center at the commune level, in preparation for the official operation starting from July 1, 2025.

At the meeting, the Organization Commission of the provincial Party Committee reported on the evaluation and lessons learned regarding the organizational structure of the Party committees, government bodies, the Vietnam Fatherland Front, and political-social organizations in the new commune-level trial operations. The Vietnam Fatherland Front of Điện Biên Province also reported on the completion of the establishment of the Front and political-social organizations and the operation of trial activities at these organizations in the new communes and wards.

In his concluding remarks, Secretary Trần Quốc Cường urged the provincial People’s Committee and relevant authorities to send staff to the field to ensure that the living and working conditions for civil servants in the newly formed communes are guaranteed, especially in remote areas like Sín Thầu and Mường Nhà. He emphasized that the local administration, including the various departments and agencies under the People’s Council and People’s Committee, should prioritize selecting committed staff members who can serve the people effectively and understand the practical needs of the community. Additionally, the security and safety of these areas should be carefully considered, with preventive measures in place to avoid unexpected issues during the transition period. All suggestions and proposals will be compiled and submitted to the appropriate authorities for timely resolution.
