ĐBP - On the morning of July 3, Trần Tiến Dũng, Deputy Secretary of the Điện Biên provincial Party Committee, conducted an inspection and held a working session with the Party Executive Committee of Mường Lay ward to assess the situation and results of task implementation following the ward’s establishment.

According to reports from Mường Lay Ward leaders, the ward currently has 136 officials, civil servants, and public employees. The ward has proactively arranged working headquarters and equipment; assigned staff to assist the Party Committee, the Fatherland Front, and mass organizations, ensuring smooth and efficient operations. The Public Administrative Service Center of the ward is operated at two locations: the main office at the former Na Lay ward headquarters, and a second location at the former Sá Tổng commune People’s Committee. Administrative procedures are publicly posted at both locations. As of now, 380 commune-level administrative procedures are integrated into the National Public Service Portal (including 201 online and 179 offline procedures), and services are running smoothly without interruption.

Mường Lay ward proposed that the provincial People’s Committee direct departments and sectors to provide more training and capacity-building programs for grassroots-level officials and civil servants to effectively implement their duties under the two-level government model. They also requested investment in digital infrastructure to ensure efficient handling of public services for citizens and businesses; and expedited updating of population data and administrative boundary maps following the ward’s recent administrative merger, to aid state management, planning, disaster prevention, and other relevant fields.

Members of the working delegation responded to the ward’s proposals within their authority. They also exchanged views on several matters including: selecting appropriate and accessible locations for the Public Administrative Service Center; ensuring infrastructure, internet connection, and equipment for public services; digitizing documents; improving public awareness and increasing the rate of online submissions; and continuing the direction of subordinate Party cell congresses.

Deputy Secretary Trần Tiến Dũng praised Mường Lay ward’s thorough preparations for operating under the two-tier government model. He emphasized that in the shift from administrative control to public service delivery, citizen satisfaction must be the top priority, with citizens and businesses at the center of all efforts.

In the coming time, he instructed Mường Lay ward to intensify awareness campaigns so residents know about the Public Administrative Service Center; encourage officials and civil servants to continuously update their expertise, study new regulations, and increase online work processes; pay special attention to disadvantaged areas, such as the former Sá Tổng commune; promptly issue working regulations for all offices and departments; establish subordinate Party organizations, and successfully direct the organization of Party congresses; and coordinate with the Department of Home Affairs and relevant provincial agencies to promptly conduct professional training for grassroots-level staff.
