Faced with this challenge, in the remaining months of the year, local Party committees and authorities at all levels are determined to implement synchronous solutions for economic development. People and businesses are uniting to overcome difficulties, boost production and business activities, and strive to achieve the annual growth target of 10.5% or higher.
In 2025, the province is facing multiple difficulties: complex weather patterns and natural disasters, rising material prices affecting production, and delays in some projects that directly impact the province’s growth rate.
To meet the annual economic growth target of 10.5% or more, provincial departments and sectors need to proactively and flexibly implement strong solutions to remove bottlenecks and strive to achieve the planned growth scenario. The Provincial People’s Committee is focusing on reviewing and evaluating the results of the first half of the year as a basis for adjusting the growth scenario to suit the actual situation. The focus is on effectively exploiting the province’s potential and advantages, identifying key tasks, and choosing breakthrough areas to create momentum for growth in the final stretch of the year.
Public investment disbursement is considered a “lever” to stimulate growth. In the first half of the year, the disbursement rate of public investment capital is estimated at 42.84% of the planned capital, placing Điện Biên among 37 provinces, agencies, and units with a disbursement rate higher than the national average (32.06%). However, delays in some projects, lower-than-expected land revenue, slow implementation of non-budget projects, and investors not fulfilling commitments have affected disbursement progress.

In the second half of the year, Điện Biên aims to disburse 100% of the 2025 public investment capital plan. To meet this goal, the Provincial People’s Committee has requested localities to complete the handover of district-managed projects to the Provincial Project Management Board and Land Development Fund to ensure smooth implementation. At the same time, efforts are being made to resolve difficulties in legal procedures and site clearance, accelerate construction progress, and increase disbursement rates.
In the first half of 2025, agriculture, forestry, and fisheries production was implemented effectively, with increases in productivity, output, and value compared to the same period last year. The total value of these sectors reached more than VND 1,250 billion, up 1.71%. Agricultural restructuring progressed positively, particularly the shift in crop structure on upland fields. Many localities focused on planting high-value crops such as macadamia, coffee, and cinnamon instead of traditional crops. At the same time, organic-oriented OCOP product development and production-consumption linkages have been strengthened.
Mr. Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, said that the sector will continue to strengthen disease prevention and control to ensure that key crops such as rice, macadamia, and coffee, as well as livestock products, achieve the best yields and quality. The department will also address site clearance issues in major projects to contribute to overall provincial growth.
Since the beginning of the year, the industrial sector has shown strong momentum. The industrial production index in the first six months is estimated to have increased by 11.32% over the same period last year, the highest growth rate among all sectors. Key industries such as manufacturing, agricultural product processing, and energy have maintained stable growth. Two new hydropower plants, Phi Lĩnh and Mường Mươn, with a combined additional capacity of 40MW, have been put into operation, bringing the total number of operating hydropower plants to 22 with an installed capacity of over 319MW. Renewable energy projects are also receiving attention, with approvals for research and surveys granted.
Mr. Vũ Hồng Sơn, Director of the Department of Industry and Trade, said that in the remaining months of the year, the province will continue reviewing, updating, and adjusting projects in the implementation plan for Power Development Plan VIII to align with the orientation for sustainable energy development. The industry will also accelerate ongoing hydropower projects, implement two planned wind power projects with a total expected capacity of 300 MW, and continue promoting industrial processing projects to increase industrial production value and contribute to overall growth.
Tourism and services remain important pillars, making significant contributions to the province’s economic growth. In the coming months, Điện Biên’s tourism sector expects a strong breakthrough thanks to its great development potential and major upcoming events such as the “Northwest Quintessence - Điện Biên 2025” Festival and the Northwest-Hồ Chí Minh City Tourism Promotion Conference. These are considered opportunities for Điện Biên to attract tourists, connect markets, and strengthen its brand as a distinctive Northwest destination.
Although challenges remain ahead, with determination, unity, and an innovative spirit, Điện Biên is striving to stay on track to achieve its annual GRDP growth target of 10.5% or more, as set out in its growth scenario.
