Strict control over animal transport and slaughter

ĐBP - According to statistics from competent authorities, since the beginning of the year, African swine fever has occurred in 398 households across 106 hamlets and villages in 15 out of 45 communes and wards in Điện Biên province, with 1,866 pigs infected and culled, weighing a total of 87,509 kilograms, causing losses worth billions of VND.

The main causes are the predominance of small-scale, household farming and the persistence of pathogens in the environment, which can easily flare up and spread widely under favorable conditions. In addition, some organizations and individuals fail to comply with legal regulations regarding the transport, trade, and slaughter of animals of unclear origin and without veterinary inspection. These animals are often brought in from other provinces for breeding or slaughter, posing a high risk of outbreaks of dangerous infectious diseases in animals.

To strengthen the management of animal transport and slaughter activities, thereby effectively preventing and controlling animal diseases in the province, eliminating unsafe food from daily meals, and protecting public health, provincial departments, sectors, commune- and ward-level People’s Committees, and relevant units must focus on widespread public communication through various means. They should raise awareness among organizations and individuals about the dangers of diseased animals and animal products carrying pathogens, and encourage compliance with the legal provisions on animal husbandry, slaughter, and transport in accordance with the Veterinary Law, the Animal Husbandry Law, and current guiding documents. Farmers should be encouraged to use only breeding stock and animal products of clear origin. Upon discovering animals that are sick or dead without known cause, or cases of trading diseased animals of unclear origin, the public should immediately report to local authorities and relevant agencies for timely handling.

At the same time, strict inspection and monitoring of livestock, aquaculture, and animal disease situations must be carried out, along with stronger control over preliminary processing, processing, and business activities related to animals and animal products, as well as veterinary hygiene and food safety according to regulations. In communes with border gates, trails, and openings along the border, functional units must coordinate with Customs and Border Guard forces to step up inspections and controls to promptly prevent and handle smuggling or illegal transport of animals and animal products across the border into the province.

Animal and animal product businesses in the area must commit to selling products of clear origin, free from disease, and ensuring food safety. They must obtain veterinary transport inspection certificates for animals and animal products brought into or out of the province, including aquatic breeding stock. Slaughterhouses must sign commitments to produce and trade safe food and refrain from buying, selling, or slaughtering animals that are sick or dead from unknown causes.

Authorities must proactively review and compile lists of animal slaughter, trading, and business establishments to ensure proper management and shut down facilities that fail to meet requirements or lack licenses as prescribed. The province continues to encourage organizations and individuals to invest in the construction of centralized animal slaughter facilities suitable to local conditions.

The local agriculture and environment sector and related agencies must promptly provide hotline numbers to receive public reports on illegal animal and animal product trading or transport. Law enforcement should intensify preventive measures, promptly detect violations, and work in coordination to handle cases involving the circulation or transport of animals and animal products of unclear origin without veterinary inspection certificates; the slaughter of dead or diseased animals for food; animals injected with water or administered banned substances or tranquilizers before slaughter; and violations of environmental protection regulations.

Through the consistent implementation of comprehensive measures, combined with the determined efforts of specialized agencies and heightened public awareness, the control of livestock and poultry diseases, as well as the assurance of food hygiene and safety, will become more effective and secure.
