Previously, in the former Mường Mươn commune, the monthly transaction point of the VBSP Mường Chà office was located at the Mường Mươn communal cultural house. After the merger of Mường Mươn and Mường Pồn into the new Mường Pồn commune, that site was repurposed as accommodation and living space for commune officials.
To avoid any disruption in residents’ access to policy credit, the VBSP Mường Chà office proactively coordinated with local Party committees, authorities, and relevant units to quickly identify a new transaction location. The chosen site was the cultural house of Mường Mươn 1 village, just 800 meters from the original site.

Mr. Vùi Văn Nghĩa, Director of the VBSP Mường Chà office, explained: “The most important consideration when relocating a transaction point is ensuring the infrastructure, especially telecommunications systems and live camera connections for transaction monitoring. Additionally, the new location must be central and easily accessible for residents.”
Before June 30, the VBSP Mường Nhé office managed loans in 11 communes with 11 transaction points. After the administrative mergers, 7 of those points remained at the new commune headquarters, while 4 were relocated to village-level cultural houses in geographically convenient locations.
For example, the new Mường Nhé commune was formed by merging three former communes: Mường Nhé, Chung Chải, and Nậm Vì. After the merger, all three former transaction points had to be relocated. The point formerly in Mường Nhé was moved to the Political Training Center of the former Mường Nhé district; the point in Chung Chải was moved to the cultural house of Đoàn Kết village; and the one in Nậm Vì was relocated to the community hall in Huổi Lúm village.

Mr. Dương Thành Nghĩa, Director of the VBSP Mường Nhé office, noted: “When selecting new transaction points, we prioritize long-term stability. We also made sure to notify the public in a timely manner. As a result, residents have continued to access policy credit services smoothly and efficiently, just as before.”
Prior to the commune and ward mergers, the VBSP Điện Biên operated 129 transaction points, one in each administrative unit. Following the restructuring, despite changes in administrative boundaries, all 129 points remain in operation. Specifically, 31 points are now located at the headquarters of the newly established communes and wards, while the remaining 98 are situated in former commune offices or village-level cultural houses.
To ensure policy credit activities remain seamless, safe, and efficient, VBSP Điện Biên offices have closely coordinated with local authorities and entrusting organizations to clearly inform the public about changes to transaction times, locations, and schedules. At each point, information is publicly posted, and workspaces are arranged to ensure safety and efficiency during transactions.

According to the VBSP Điện Biên, during the first month following the commune and ward mergers, outstanding policy credit continued to grow. In July, the total loan disbursement for the province reached over VND 84.7 billion, benefiting 1,062 borrowers.
The prompt establishment of new transaction points and the continued stability of policy credit operations after the administrative consolidation is a testament to the flexibility and initiative of VBSP’s system in the province. This approach has made it easier for residents, especially those in remote and isolated areas, to access financial resources, maintaining vital connections and ensuring no one is left behind due to geographical or administrative changes.
