Following the resolution on administrative restructuring, the communes of Nà Bủng and Vàng Đán in the Nậm Pồ district, Điện Biên province have been merged to form the new Nà Bủng commune.
In recent days, the preparation work in Nà Bủng has been carried out with urgency. This includes reviewing all physical assets, finances, and administrative documents, while classifying, reorganizing, and digitizing documents for the restructuring process. Over the weekend, the local civil servants continued to work diligently, finalizing documentation, reorganizing personnel, and preparing draft documents. This “no holidays” spirit has been maintained for some time.

According to Cháng A Dè, Chairman of the People’s Committee of Nà Bủng commune, the commune is currently transferring documents to the district’s departments, while also following procedures to return the seal in preparation for the handover. “Although the time for the operation of the district level is now just a matter of days, we are working with the highest sense of responsibility, without distraction or wavering,” said Dè.
Mường Thanh ward, which has merged with four others (Him Lam, Tân Thanh, Thanh Bình, Thanh Trường) and Thanh Minh commune to form Điện Biên Phủ ward, is also working relentlessly to prepare for the two-tier local administration model. The commune’s civil servants are rigorously reviewing records, ensuring the right personnel, and addressing residents’ concerns.
Nguyễn Văn Quý, Vice Chairman of the People’s Committee of Mường Thanh ward, shared: “The entire ward has 19 civil servants, and during this transition phase, each of us must be highly responsible, working tirelessly to ensure no disruption in services to the public. We are handling daily tasks while also finalizing documentation for handover and learning the new procedures for the two-tier local administration model. This is a time when everyone must work twice as hard to ensure the new system runs smoothly.”

Before the administrative restructuring, Điện Biên province had 129 communes and wards. After the restructuring, there will be 45 units remaining, consisting of 42 communes and 3 wards, a reduction of 84 units (65.1%). This restructuring not only helps streamline the administration and reduce costs but also enhances service quality for the people. Therefore, the province’s top priority is to allocate all resources to ensure the smooth operation of the 45 new communes and wards. From the local Party committees to the authorities and functional agencies of the new communes and wards, efforts are being made to ensure proper facilities, means of operation, and housing for civil servants. This ensures the implementation of a feasible plan to maintain local security and order as the old district level ends, and the two-tier local governance model begins.
According to the plan, from June 25th, Điện Biên will begin trial operations of the People’s Council and People’s Committee in three new communes and wards: Na Sang commune, Thanh Nưa commune, and Điện Biên Phủ ward. The trial operation includes organizing the first meeting of the People’s Council to discuss matters related to the organizational structure of the People’s Council and People’s Committee; as well as testing the operation of the Public Administrative Service Center in each locality.

The goal of the trial operation is to review and finalize the steps, procedures, and operations in the leadership and management processes, while testing the capacity to receive, process, and return results for administrative procedures at the new local governments.
From June 26 to 27, the People’s Committees of all localities across the province will complete the arrangement of physical infrastructure and personnel to ensure the new communes and wards are fully operational by July 1. The handover of assets, office facilities, equipment, and educational facilities will be reorganized for efficient and regulated use.
With a proactive, scientific, and resolute spirit, Điện Biên, along with other localities nationwide, is entering the final stretch, ready to operate the two-tier local administration system. This historical transformation aims to create a streamlined, efficient administration that will better serve the people.
