From day one, the centers have received and processed numerous administrative records in essential areas such as civil status, certification, social welfare, and land use. The communes had already completed the setup of offices, personnel, and equipment, ensuring that IT infrastructure was fully integrated with the National Public Service Portal. As a result, local residents no longer need to travel long distances to complete basic administrative procedures, they can now conveniently access services in their own communities.

At Nà Tấu, the rate of online application submissions was notably high from the very first day. Trần Quốc Quân, a representative from the center, shared: “We carefully prepared the technical systems, personnel, and procedural workflows. Minor technical issues were quickly resolved with support from provincial-level specialists.”
In Mường Lạn and Búng Lao, procedures related to civil status, certification, and residency verification were processed smoothly according to established protocols. Commune-level staff and civil servants had received comprehensive training and were ready to operate in a digital environment, proficient in using specialized software, digital signatures, and integrated communication systems.
Lò Văn Liên, a resident of Hua Ná Village, Mường Lạn Commune, shared his satisfaction: “My wife and I came today to register our child’s birth. I was most impressed by how clearly and patiently the commune officers explained every step. Their courteous and helpful attitude made us feel respected and reassured—such a civilized environment really benefits the people.”

In Mường Ảng, where infrastructure and public awareness levels are relatively favorable, the rate of online submissions was also high. Many residents proactively submitted applications online, tracked the processing progress, and received results electronically.
Doãn Đức Chính, Deputy Secretary of the communal Party Committee, emphasized: “We view this as an important first step in implementing the two-tier government model. Our commune team is working hard to refine any remaining aspects so we can better serve the people. What matters most is that citizens trust and support the process.”
