Điện Biên announces resolutions and decisions on administrative unit merger

ĐBP - On the morning of June 30, the Điện Biên provincial Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee of Điện Biên held a ceremony to announce the National Assembly’s and the Standing Committee of the National Assembly’s resolutions regarding the dissolution of district-level administrative units, the restructuring of commune-level units, the establishment of new grassroots-level Party organizations, and the appointment of commune-level Party and government leadership.

The ceremony was held in person at the provincial headquarters and streamed online to 45 commune and ward-level locations.

The announcement ceremony was attended by Bùi Thanh Sơn, Deputy Prime Minister and Minister of Foreign Affairs, along with leaders from several central ministries and departments. From Điện Biên province, attendees included Trần Quốc Cường, Member of the Party Central Committee and Secretary of the provincial Party Committee; Mùa A Sơn, Permanent Deputy Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary and Chairman of the provincial People’s Committee; Lò Văn Phương, Chairman of the provincial People’s Council; Mùa A Vảng, Alternate Member of the Party Central Committee, Chairman of the provincial Vietnam Fatherland Front Committee; as well as former provincial leaders, current standing members of the provincial Party Committee, and leaders from provincial departments and localities.

The ceremony announced several key resolutions and decisions, including: A resolution from the Standing Committee of the National Assembly on the restructuring of commune-level administrative units in Điện Biên in 2025; a resolution from the district-level Party Committees on the dissolution of former commune- and ward-level Party organizations; a decision from the Provincial Party Committee on the dissolution of 10 district-level Party Committees; and a decision on the establishment of 45 commune- and ward-level Party Committees under the provincial Party Committee.

Also announced were a decision from the provincial Party Standing Committee appointing personnel to Party Executive Boards, Party Standing Boards, and positions such as Party Secretary and Deputy Secretary; as well as heads and deputy heads of commune-level Party Inspection Committees; a resolution from the Standing Board of the provincial People’s Council appointing Chairpersons, Vice-Chairpersons, and Committee Heads of the commune-level People’s Councils and People’s Committees; a decision from the provincial Vietnam Fatherland Front Committee on the establishment of grassroots-level Fatherland Front organizations.

Speaking at the event, Deputy Prime Minister Bùi Thanh Sơn warmly praised the achievements of the Điện Biên’s Party organizations, authorities, and people in socio-economic development and national defense and security. He especially commended the province for thoroughly implementing the Party’s directives on restructuring the administrative apparatus and successfully establishing a streamlined two-tier local government system, contributing to the broader success of national reforms.

To maximize its potential and ensure smooth two-tier governance, the Deputy Prime Minister urged the provincial authorities and people of Điện Biên to proactively and effectively carry out the assigned tasks and solutions. He emphasized the need for a deep and thorough understanding of the Party’s strategic directions, decisive and creative leadership to overcome challenges, and effective mobilization of resources to achieve socio-economic goals. He also highlighted the importance of enhancing public awareness and responsibility among officials, Party members, and citizens about the administrative reform process and the building of an efficient grassroots-level government.

In his remarks, provincial Party Secretary Trần Quốc Cường expressed gratitude to Deputy Prime Minister Bùi Thanh Sơn and the central delegation for attending the ceremony to announce key resolutions and decisions on administrative unit merger, establishment of Party organizations, and appointments of commune-level leadership.

Comrade Trần Quốc Cường noted that despite challenges, especially in infrastructure and human resources, the Điện Biên’s Party organizations, authorities, and people have shown strong determination in restructuring the administrative apparatus and establishing a two-tier government system. These efforts have yielded important results and met central requirements. Moving forward, the province will focus on operating an effective, efficient, and service-oriented local government that supports people and businesses, opening up new opportunities for socio-economic development and improving the quality of life for its residents.

Immediately following the ceremony, delegates conducted a field inspection of the two-tier governance model and post-merger operations in Thanh An commune.
