In response, the Party Committee of the Ministry of Agriculture and Environment has issued an urgent directive to the Standing Committees of provincial and municipal Party Committees to thoroughly implement ASF prevention and control measures.
Specifically, the directive calls for provincial and municipal Party leadership to guide all levels of Party organizations and local authorities in strictly following measures outlined in Directive No.34-CT/TW (May 20, 2019) of the Party Secretariat on ASF prevention and control, the Veterinary Law, related implementation regulations, and other government and prime ministerial directives. This includes the National Plan for ASF Prevention and Control 2020-2025, as well as Decision No.414/QĐ-TTg (March 22, 2021) to strengthen the capacity of the veterinary management system through 2030.

Local authorities are urged to: Allocate sufficient funds and resources for ASF prevention, strengthen veterinary agencies and ensure trained veterinary staff are deployed at the commune and ward levels, intensify public information campaigns to raise awareness, implement technical control measures, especially vaccination and early detection, and ensure swift outbreak containment and prepare to restore pig farming once the epidemic is controlled.
The directive also emphasizes stricter inspections and supervision, with penalties for individuals and organizations that are negligent, fail to detect outbreaks, or fail to control them, leading to further spread and prolonged damage. Measures to control pig production, slaughter, and pork distribution are also required to ensure food safety and prevent the sale of counterfeit or poor-quality products.
From early 2025 to date, more than 970 ASF outbreaks have been recorded in over 710 communes and wards (21% of all communes) across 33 of 34 provinces and cities. Over 100,000 pigs have died or been culled.
As of now, ASF remains active in more than 540 communes in 30 provinces and cities. The uncontrolled sale and disposal of infected pigs continue to make the situation more complicated, with rising risks to pig farming, food supply, public health, and the economy.
ASF has been reported in more than 60 countries, causing severe damage to global pig farming. In Vietnam, ASF first appeared in February 2019. By the end of 2020, nearly 9 million pigs had been culled, resulting in an estimated loss of 30 trillion VND. In April 2020, live pig prices surged, driving the country’s CPI up by 6.73%, affecting both the economy and food supply stability nationwide.
