Building the Điện Biên provincial Military Party Committee to be pure, strong, “outstanding and exemplary”

ĐBP - Điện Biên is a mountainous, border province in the Northwest, sharing a national border with both Laos and China. It holds an important strategic position in socio-economic development, national defense, and security within the overall defensive posture of Military Region 2 and the entire country.

During the 2020-2025 period, our province’s socio-economic situation has developed positively; national defense and security have been consolidated and strengthened; and the organizational streamlining revolution has been implemented resolutely. However, hostile and reactionary forces have intensified their sabotage activities; there have been cases of spontaneous migration, illegal border crossings, and cross-border drug-related crimes; and natural disasters and epidemics, especially the COVID-19 pandemic, have evolved unpredictably.

In that situation, the provincial Military Party Committee has led and directed the implementation of decisive and synchronous measures, excellently fulfilling military and defense tasks; building strong provincial armed forces worthy of being a reliable and steadfast support for Party committees, local authorities, and the people of all ethnic groups in the province.

Outstanding results include:

First, the provincial Military Party Committee has advised the Party Committee and High Command of Military Region 2, the Border Guard Command, the provincial Party Committee, the provincial People’s Council, and the provincial People’s Committee to thoroughly grasp and implement synchronized measures to realize the Party’s guidelines and the State’s policies and laws on military, defense, border, and homeland protection in the new situation. Many documents have been issued to concretize leadership and direction, closely aligned with tasks and local realities. It has effectively played its core role in building an all-people national defense posture linked with the all-people public security posture, all-people border defense posture, and a firm “people’s heart-and-mind posture.” It successfully organized the celebration of the 70th anniversary of the Điện Biên Phủ Victory.

Second, training and combat readiness have always been top priorities. Inspection results showed 100% of trainees meeting requirements, with over 83% achieving good or excellent results. The successful organization of the 2021 provincial defense area exercise, evaluated by Military Region 2 as “excellent,” demonstrated the capability in organization, command, and coordination among military, border guard, militia, and police forces. The provincial Military Party Committee has affirmed its leadership role in building and operating a solid defensive combat posture; leading training methods toward modernization and adapting combat readiness to local realities.

Third, the reserve and militia forces have been built and consolidated sufficiently in quantity and quality, close to reality, ensuring quick mobilization when necessary. Conscription has always complied with the law and met or exceeded assigned quotas. Logistics and technical work have been conducted strictly and methodically. The value of agricultural production per capita reached over VND 1.36 million/year; 99.25% of troops met health standards. All warehouses, depots, and workshops met technical safety standards; barracks infrastructure was invested in to meet requirements.

Fourth, disaster prevention, epidemic control, and search and rescue tasks have been performed promptly and effectively (especially in COVID-19 prevention and in overcoming the consequences of flash floods in Mường Pồn). The provincial armed forces deployed more than 22,700 personnel and 800 vehicles to remedy disaster consequences and quickly stabilize people’s lives, confirming their role as a solid support for Party committees, local authorities, and the people in any situation.

Fifth, civil-military affairs and border defense diplomacy have been expanded; regular coordination with armed forces from neighboring Lao and Chinese provinces to exchange information and experiences; organization of people-to-people exchanges and twinning of border villages; joint efforts to maintain security and order, combat cross-border crimes; and building a peaceful, friendly, cooperative, and developed border.

Sixth, Party building has been emphasized; studying and following Hồ Chí Minh’s thought, morality, and style has been implemented substantively; patriotic emulation movements have been concretized through practical actions, contributing to raising the awareness and responsibility of officers and soldiers. Effective models such as the “Four-Good Cell” and “Four-Good Grassroots-level Party Committee” have been maintained. Over 98% of grassroots-level party organizations and members have completed their tasks well or excellently. Internal political protection and the prevention of “self-evolution” and “self-transformation” have been implemented resolutely and in accordance with principles, with no serious violations. Party member development has been strengthened, especially in grassroots-level, remote, and border areas.

Looking ahead, the global and regional situation will continue to change rapidly and unpredictably; the explosion of science, technology, and artificial intelligence poses new challenges to homeland defense tasks. In the province, hostile and reactionary forces will continue sabotage activities and illegal religious propagation; drug-related crimes, natural disasters, and epidemics remain complex risks; the implementation of the two-tier local government model raises new issues regarding force deployment and building the provincial defense area posture. These factors will directly impact the fulfillment of military and defense objectives and tasks for the 2025-2030 term.

To build the provincial Military Party Committee truly pure, strong, “outstanding and exemplary,” and to lead the successful implementation of local military and defense tasks, Party committees, organizations, officers, and soldiers of the provincial armed forces must focus on the following key tasks and solutions:

Continue to deeply grasp and strictly, effectively implement the Party’s guidelines and the State’s policies and laws on military and defense tasks. Closely follow the resolutions and directives of the Central Military Commission, Defense Ministry, Border Guard Command, Military Region 2 Command, and the provincial Party Committee to concretize them into practical programs and action plans. Lead and direct military-defense and border defense tasks in conjunction with socio-economic development. Enhance the leadership capacity of Party committees and the management capacity of local authorities for building and operating the provincial defense area.

Build a strong Party Committee in politics, ideology, morality, organization, and personnel. Promote studying and following Hồ Chí Minh’s thought, morality, and style in association with strictly implementing the Party Central Committee’s Resolution No.4 (12th and 13th terms) on Party building and rectification. Improve the quality of cell activities, promote democracy, and uphold Party principles. Build exemplary officers and Party members with firm political will, absolute loyalty to the Party, the Fatherland, and the People.

Improve training and combat readiness quality in line with local realities and tasks; focus on communications-electronics and high-tech warfare training; take building regularity and discipline as the foundation. Innovate training and exercise content and methods; focus on synchronous, in-depth, reality-based training adapted to terrain and combat objects. Build strong and widespread militia and reserve forces as the core in protecting the grassroots level in all situations.

Enhance defense and security education for all groups; raise awareness and responsibility of the entire political system and the people in performing military-defense tasks. Strengthen propaganda and build a solid all-people national defense posture associated with all-people public security and border defense, especially in key, border, remote, and ethnic minority areas.

Promote the core role of the provincial armed forces in disaster prevention, search and rescue, political security, and social order protection. Proactively build effective response plans for non-traditional security threats, creating favorable conditions for socio-economic development. Strengthen civil-military work, stay close to and assist the people, join them in sustainable poverty reduction, and develop culture and society; consolidate a strong “people’s heart-and-mind posture” and foster close bonds between the military and the people.

Strengthen internal political protection and safeguarding Party secrets. Lead well in defense inspection and supervision; boost IT application and digital transformation in management, command, and administration. Increase investment in equipment and infrastructure for training, combat readiness, logistics, and technical tasks. Organize effective local logistics, ensuring adequate supplies, regimes, and policies for officers and soldiers; continue to promote effective agricultural production and build green, clean, beautiful, and regular units.

Expand defense cooperation and promote effective border defense diplomacy. Maintain coordination with Lao and Chinese security forces in professional exchanges, border control, environmental protection, and crime prevention; build a peaceful, stable, and developed border area.

Take care of the material and spiritual lives of officers and soldiers; implement good policies for military rear services. Continue to promote the gratitude movement, support policy families and people with meritorious services, and effectively organize social security activities.
