Mường Lay Town has a population of 11,715, with 62.2 per cent of its residents being of working age. Among them, 67.9 per cent are employed in agriculture, forestry, and fisheries, while 24.4 per cent work in trade, tourism, and services.
A report presented to the supervision delegation highlighted the successful implementation of vocational training and employment policies in the town. Legal policies on vocational training and employment were promptly communicated, and training programs were organised to meet the workforce's actual needs.
From 2022 to August 2024, 771 rural workers received vocational training, and 1,130 people gained new employment, surpassing the annual targets. The proportion of trained workers reached 50 per cent in 2024, with the labour structure shifting in alignment with industry trends.
However, challenges persist in vocational training and employment. The quality of training has yet to meet the demands of a highly skilled labour market, as most programs are basic and last less than three months. Furthermore, the post-training employment rate remains low.
The supervision delegation engaged in discussions to clarify several key points, including the list of vocational training programs, student guidance after lower secondary school, partnerships with businesses in vocational training, the focus on basic-level training programs, the implementation of employment support policies, the disbursement of funds for employment projects, and the monitoring and inspection processes.
On behalf of the delegation, Nguyễn Quang Lâm, Head of the Culture and Social Affairs Division, commended Mường Lay Town for its achievements in vocational training and employment.
Lâm urged the town to strengthen leadership and oversight in vocational training and employment, making it a key priority in local socio-economic development. He also stressed the importance of effectively communicating vocational training and employment policies to the public, implementing loan programs for job creation, and staying updated on labour market trends to develop timely solutions.
The supervision delegation also visited the Mường Lay Vocational Education and Continuing Education Centre to assess legal compliance in vocational training for workers. Additionally, they surveyed several economic models developed by trainees after completing their vocational training.
