Trust and high hopes for the future

ĐBP - The 15th Điện Biên provincial Party Congress for the 2025-2030 term is a landmark political event, marking a new phase in the province’s development as the country pushes forward with comprehensive reform and global integration. As the congress approaches, officials, Party members, and people of all ethnic groups across the province share a common trust and strong expectation for strategic, visionary decisions that will drive Điện Biên towards rapid and sustainable growth.

Following the completion and public release of the third draft of the political report by the 14th provincial Party Committee, the Standing Board of the provincial Party Committee directed agencies, units, and organizations province-wide to conduct an extensive public consultation on the document. This methodical and procedural approach reflects a spirit of openness, encourages democratic participation, and harnesses collective wisdom and social responsibility in the preparation for the congress.

From thematic meetings held by government bodies and local authorities to grassroots-level Party meetings and residential community gatherings, discussions have taken place with vibrant energy and strong civic responsibility. The consultation process not only aims to refine the draft report but also serves to raise political awareness, strengthen civic responsibility, and bolster public trust in the Party’s leadership.

A notable innovation in this year’s feedback process is the application of digital technology to expand online participation. The full draft of the political report was made publicly available on the provincial Party Committee’s e-portal, the Điện Biên Phủ Newspaper, and the Điện Biên smart mobile app. These platforms allow officials, Party members, and citizens to easily access the document, study it, and submit their comments anytime, anywhere via their personal devices. This approach not only reflects a flexible adaptation to digital transformation trends but also signals progressive thinking in leadership and governance, enhancing democracy within the Party.

After weeks of implementation, many officials, Party members, and citizens have actively studied the draft and contributed feedback. The submitted opinions reflect a high sense of responsibility and deep concern for the success of the congress and the province’s sustainable future.

Lê Vũ Lưu, Deputy Secretary of the local Party Cell and Head of Residential Group No.23 in Him Lam ward (Điện Biên Phủ city), shared: “I’m pleased that this time the process of giving feedback is much more convenient. I can read the entire draft and send my comments from home with just a phone. After reviewing the document, I found that many of its contents accurately reflect the aspirations of the people, particularly in areas like ethnic policy, sustainable poverty reduction, and transport infrastructure. I’m especially eager to see the Sơn La - Điện Biên - Tây Trang international border gate expressway project launched and completed soon.”

Nguyễn Thị Ngọc, Secretary of the Mường Ảng district Youth Union, expressed her strong support for the draft’s outlined directions, particularly in regard to youth development. “I appreciate the focus on nurturing a generation of young people who are idealistic, educated, skilled, and entrepreneurial”, she said. “I hope that in the next term, the province will place even greater emphasis on youth union activities and the development of children and young adults.”

Offering specific suggestions, she proposed expanding support programs for local youth entrepreneurship, increasing investment in infrastructure and equipment for youth union activities in remote areas, and creating more platforms for young people to train, contribute, and grow. According to Ngọc, with their enthusiasm and widespread presence, young people are vital to the province’s human development strategy, they are the next generation of leaders and the future of the nation.

Grounded in reality and aligned with domestic, regional, and global trends, the third draft of the political report provides a comprehensive review of the key achievements from the 2020-2025 term. It also outlines clear goals, orientations, and priorities for the years ahead.

Feedback collected from meetings and public channels has shown broad consensus and strong support for the draft, especially its strategic development directions, which align well with current needs and future trends. The draft sets out five strategic breakthroughs and 21 key programs and initiatives. Some contributors have suggested clarifying specific targets in areas such as high-tech agriculture, cross-border trade linked to border-area advantages, and sustainable, modern urban development.

As for digital platforms, by the afternoon of June 19, the Center for Digital Technology and Content had compiled 5,817 submissions. These included 517 comments on the full draft and accompanying documents; 1,249 on the congress theme and action motto; 1,002 evaluating the implementation of the 14th provincial Party Congress’s resolution (2020-2025); 849 on context forecasting, overarching goals, and core targets through 2030; 857 on proposed directions and breakthroughs for the 2025-2030 term; and 266 on major policies and solutions in Party building, socio-economic development, national defense, and improving people’s livelihoods.

With thorough, methodical, and scientific preparation as well as an open and responsible approach to compiling the documents, and widespread unity and consensus among officials, Party members, and the province’s people, the upcoming provincial Party Congress promises to be a great success, ushering in a new era of proactive, innovative, strategic, and sustainable development for Điện Biên.
