Ready for the operation of new commune administrative system

ĐBP - On June 24, comrade Lê Thành Đô, Deputy Secretary of the Điện Biên provincial Party Committee and Chairman of the provincial People’s Committee, inspected the infrastructure and necessary conditions to facilitate the operation of the newly merged communes: Sam Mứn and Núa Ngam.

Núa Ngam commune was formed by merging the entire natural area and population of three communes: Núa Ngam, Hẹ Muông, and Na Tông. Sam Mứn commune was established through the merger of two communes: Pom Lót and Na Ư.

At the two newly merged communes, Chairman Lê Thành Đô directly checked the preparations for the trial operation of the new administrative apparatus starting on June 25, with official operations to begin on July 1. The inspection focused on the staffing plan, reorganizing the commune government apparatus, preparing equipment and facilities, and the plan for moving and reorganizing the administrative office. Chairman Lê Thành Đô also listened to the local residents’ concerns and expectations regarding the reorganization of the administrative units to ensure public consensus and stability after the merger.

Currently, the preparations for the operation of the new communes face several challenges. The provincial authorities have not yet issued a decision on the staffing plan, so the tasks for the civil servants cannot yet be assigned. The newly merged communes’ administrative headquarters do not provide sufficient office space, forcing staff to work at the old headquarters or share rooms, affecting the work efficiency. Additionally, the public administration center at the new communes has not been assigned an account; funding for moving assets, arranging office spaces, and renovating offices has not been allocated; and many auxiliary facilities, such as restrooms, water supply systems, and staff accommodation, have deteriorated.

The communes of Núa Ngam and Sam Mứn urged that the provincial People’s Committee and the Department of Finance soon provide a budget allocation plan for moving, purchasing equipment, and supporting the administrative work. They also urged the relevant authorities to quickly complete the procedures for granting seals so the newly merged communes can stabilize their organization and operate effectively.

Chairman Lê Thành Đô acknowledged and praised the proactive and active efforts in preparing for the operation of the new administrative apparatus. He emphasized that the communes must base their operations on the proposed staffing plan and organize staff accordingly to begin the trial run on June 25, following the guidance from higher authorities. The trial run will involve the activities of the Standing Board, the Executive Board, and the Party Committee of the communes; the operations of the People’s Council and the People’s Committee; and the operation of the public administration center.

For the public administration center, the communes need to display all administrative procedures at the commune level, arrange equipment, and assign staff responsible for the center. During the trial period, the communes should select some administrative procedures in two groups: those under the commune’s authority and those requiring coordination between the commune and provincial levels. This will help assess the readiness of the system, the procedures for receiving and processing documents, and the work of the civil servants. Furthermore, the communes should deploy staff at the old commune offices to handle administrative procedures and make the transition easier for the residents.

Regarding infrastructure, Chairman Lê Thành Đô requested that the communes of Sam Mứn and Núa Ngam carry out a review and renovation of the electrical systems and upgrade the old headquarters to make them suitable for workspaces. They should ensure favorable conditions for staff to move and settle into the new offices.

The trial operation will take place on June 25 and the morning of June 26. In the afternoon of June 26, the provincial People’s Committee will hold an online conference to listen to feedback and address any difficulties or issues that arise during the implementation process.

Chairman Lê Thành Đô tasked the departments and agencies to urgently coordinate and resolve the necessary conditions for the new communes to operate smoothly. Long-term issues will be reviewed after the administrative apparatus stabilizes, based on the review of the planning and the development of an implementation plan for the upcoming period.
