Early on the morning of June 23, the one-stop administrative Center of the Mường Chà district People’s Committee was already bustling with residents seeking to process paperwork. Despite the surge in applications, staff remained welcoming and efficient, swiftly guiding citizens through procedures.
Quàng Thị Ngân, a staff member at the one-stop administrative center, shared: “As the district-level government prepares to conclude its operations, we’ve seen a marked increase in residents coming in for administrative services. To maintain service quality, we’ve been instructed to uphold a serious, efficient work ethic, ensuring seamless service for both citizens and businesses. We’re also reviewing and organizing documents for proper handover according to higher-level guidance, to avoid any disruption or oversight in the transition.”
Between June 1 and 20, the one-stop Center of the district and 12 commune and township-level People’s Committees in Mường Chà received 193 administrative applications, 155 of them submitted online, the remainder via in-person visits or postal services. Of those, 189 have already been processed, with the remaining cases set to be resolved by July 1.

It’s not only front-line administrative offices feeling the pressure. Party-building committees and specialized departments are also operating with heightened responsibility and determination to fulfill their political tasks during this transitional phase. Ever since the plan to eliminate the district-level tier was announced, officials across all levels have been putting in extra hours, including weekends, to keep up with demanding deadlines. At the same time, organizational restructuring has been rolled out quickly and methodically under the direction of the provincial Party Committee and People’s Committee.
Đặng Anh Tuấn, Chief of the Office of the Mường Chà district Party Committee, affirmed: “Even with just days left, we’re maintaining the highest level of commitment. There’s no room for distraction or hesitation. Relevant teams are meticulously reviewing and packaging files and records in preparation for proper archival handover.”
Throughout the reorganization of commune-level administrative units and the phase-out of the district tier, Mường Chà has made it clear: there is no room for complacency. Every single day of district-level operations counts, and every task must be completed with maximum efficiency. Alongside preparations for commune mergers, the district is accelerating efforts to fulfill pre-existing responsibilities, aiming to complete them all before the official handover.
In addition to adhering to central policies on streamlining the administrative apparatus, Mường Chà is focused on delivering results in its key programs and projects. The district has introduced creative, flexible measures to accelerate public investment disbursement, identifying bottlenecks for each project and resolving issues within its authority. Authorities are also stepping up efforts in land clearance and compensation, while striving to meet the district’s set growth targets. Ensuring national defense and security, especially in border areas, remains a top priority. Simultaneously, Mường Chà continues to lead and coordinate preparations for the upcoming 2025-2030 Party congresses at all levels, as instructed by the Central Party Committee and the provincial Party Committee.
