Currently, the province is home to approximately 1,400 enterprises with total registered capital exceeding VND 34,000 billion; 370 cooperatives with over VND 1,020 billion in charter capital; and around 20,000 business households with an estimated total capital of VND 2,000 billion.
To support stable and effective enterprise development, the province has particularly focused on administrative reform, especially procedures related to business registration. At present, 62 administrative procedures related to business registration are being implemented province-wide. In recent years, the Department of Finance has fully digitized the enterprise registration process through the level-4 online public service platform on the national business registration information system. As a result, 100% of submitted applications have been processed faster than the standard timeline, with an average processing time of just 1.2 days (1.8 days shorter than the standard) and 0.85 days for change registrations (2.15 days shorter).
The simplification of administrative procedures and the enhanced application of information technology have not only improved state management efficiency but also attracted investment flows into production and business. Between 2021 and 2025, the province has seen the establishment of 650 new enterprises with a total charter capital of VND 9,000 billion.
The Department of Finance has closely coordinated with the provincial police to review and clean up data for 280 enterprises and units, improving the quality of business databases. To date, information for 130 enterprises has been standardized. Additionally, the department is actively implementing electronic identification issuance for enterprises to promote digital transformation, facilitate e-transactions, and contribute to the development of the digital economy. The target is to complete electronic identification issuance for 100% of operating enterprises and units in the province by December 31, 2025.

Alongside administrative reforms, the province has implemented support policies for access to capital, technology, training, and markets. Legal frameworks and infrastructure have also been improved to help businesses compete and grow sustainably.
In 2022, the Hương Linh Điện Biên Co., Ltd. sought to expand its production and processing of Tủa Chùa tea products. However, limited financial capacity posed difficulties in investing in modern processing lines. Recognizing this, the company proactively proposed partial financial support from provincial industrial promotion policies.
Following surveys and evaluations, the province approved a 50% subsidy for the investment in a modern tea processing line. This support was a significant resource for the business to improve productivity, enhance product quality, and expand its market.
Nguyễn Mỹ Linh, Director of the Hương Linh Điện Biên Co., Ltd., shared: “Since our founding, we have continuously received support from local authorities, especially funding from the provincial industrial promotion program to upgrade our tea processing technology. In 2026, the company is expected to receive additional funding from the province to invest in a compression packaging line for Pu’er Tủa Chùa tea - a new product line with strong market potential both domestically and internationally.”
Beyond production support, provincial departments and sectors have worked closely with Hương Linh Điện Biên Co., Ltd. in trade promotion, brand marketing, product introduction, and distribution. The company has also been supported in accessing digital technologies and launching sales on digital platforms, helping expand its distribution channels and increase revenue. Local authorities have actively supported the expansion of raw material areas and facilitated land access for tea collection centers.
Along with developing local enterprises, Điện Biên is also focused on attracting investment in sectors with potential and advantages. In addition to existing mechanisms and policies, provincial departments and localities have stepped up support for businesses and investors through practical solutions. The province is gradually building a publicly accessible, scientifically organized, and integrated land-use planning information system on its electronic portal. This allows businesses and investors to easily search and access information for informed investment decisions.
In parallel, departments are working to develop a team of professional, well-trained investment consultants in various sectors. These consultants accompany investors from the survey and research phase through project completion, helping shorten timelines, minimize risks, and enhance investment efficiency.
Thanks to these coordinated and effective measures, the province has approved 213 investment projects with a total registered capital of over VND 50,000 billion. Among them, 128 projects have been completed and are yielding results, while 85 projects are currently being implemented.
