Beyond regular emulation movements such as building new-style rural areas, civilized urban centers, the “For the poor” campaign, and digital literacy, the province has launched several specialized movements tailored to practical requirements, including digital transformation and the protection and development of Bauhinia and Cherry Blossom trees. These initiatives have created highlights and directed emulation activities toward substantive and effective depth.
In response to these movements, various levels, sectors, agencies, and businesses in the province have proactively developed plans and organized implementation through flexible and appropriate forms. Communication efforts have been intensified, attracting the participation of a large number of officials, civil servants, and workers. This vibrant emulation atmosphere has ignited a spirit of solidarity, self-reliance, and creative internal strength in labor, production, and professional tasks.
Many movements have demonstrated practical effectiveness, contributing to socio-economic development, improving living standards, maintaining political stability and border security, and strengthening the provincial political system. During the 2021-2025 period, the provincial Vietnam Fatherland Front and the “For the poor” Fund Management Board mobilized nearly VND 540 billion, providing support for the construction and repair of nearly 10,000 “Great Solidarity Houses” for policy-beneficiary families and poor households. The success of this program in Điện Biên has been highly regarded by the Central Government and replicated nationwide.
Numerous new factors, advanced examples, and effective models have emerged from these movements across various fields. Notable examples include solutions for local cement production and consumption, technology transfer for unburnt brick production to eliminate temporary housing, “green school” models, and the “Soldiers stepping with students” initiative. Other creative models like “Noodles of Love,” the “Green-Clean-Beautiful” border area at Tả Ló San in Sín Thầu commune, and instances of residents donating land for community houses and schools in highland areas have also gained recognition. As 2026 marks the first year of implementing the Resolution of the 15th provincial Party Congress and the 14th National Party Congress, patriotic emulation movements continue to be identified as a vital driving force. To boost this spirit, the Chairman of the provincial People’s Committee launched the 2026 patriotic emulation movement with the theme “Discipline and Responsibility, Proactive and Timely, Innovative and Creative, Accelerating Breakthroughs.”
To meet the requirements of this new phase, movements are directed toward specific focuses and goals suited to the functions and characteristics of each agency and locality. In the economic sector, emulation is materialized by accelerating the implementation of three strategic breakthroughs, aiming for a GRDP growth rate of 11.02% and an average GRDP per capita of VND 60 million per year. Macadamia and coffee remain key crops, with the province striving to plant 2,500 hectares of macadamia and 5,000 hectares of coffee in 2026.
In agriculture, the movement focuses on shifting production mindsets and applying science and technology to develop modern agricultural models. Simultaneously, the province promotes emulation in innovation, digital and green transformation, and administrative reform to build a streamlined and effective apparatus. The implementation of decentralization and empowerment is carried out synchronously under the “6 clears” principle: clear person, clear task, clear time, clear responsibility, clear product, and clear authority. The ultimate goal is to build a service-oriented administration that takes people and businesses as the center, moving toward a digital government.
These patriotic emulation movements are creating a strong motivation and creative spirit across the entire political system and among the people. This collective determination is essential for successfully achieving socio-economic development goals and ensuring national defense and security for the province in this new period.
